Compensation See attached CEF for details.

SCOPE OF SERVICES

Subtask 1 – Project Management

Shawn Ouellette, P.G., will serve as the Project Manager during the field investigation and reporting.

Donna Cline, P.E., will be involved throughout the project, serving as Authorized Project Reviewer.

Subtask 2 – Health and Safety Plan Preparation, Utility Clearance and Geophysical Survey to Clear Borehole Locations, Coordination with Owner/Tenant, Soil Boring and Soil Sampling/MAGS Well Installations, and Interior Monitoring Well Installation

Pre-Task Planning will be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan. A meeting with the property owner/tenant will be completed to inform them of our field activities and discuss the best way to conduct our work with minimal interruptions to the business. The tenant space is occupied by Crosstown Cleaners and currently remains an active drycleaner utilizing a K2 solvent.

Utility Locate Prior to conducting the soil sampling, MAGS and monitoring well installations, Terracon will perform a geophysical survey of the proposed locations, to clear subsurface private/ public utilities or obstructions. A public utility locate will also be conducted through Sunshine 811.

Soil Investigation The former 1998 Site Screening soil boring location was identified during the May 2024 site reconnaissance visit and is located on the rear of the facility within the area of the existing drycleaning machine. Terracon will install eight (8) soil borings (6 inside and 2 outside) to a depth of approximately 6 feet below ground surface (bgs) and one interior monitoring well to approximately 10 feet bgs or 2-3 feet into the water table based on anticipated borehole collapse when installing the well by hand into saturated sandy soils. The eight soil boring locations will be converted to Modified Active Gas Sampling (MAGS) wells, as described in the sections below. The proposed locations are presented on Exhibit 5 of the SAWP (Terracon, 2024). The soil borings inside the building, near the back door and in the rear alleyway will be hand-installed with a core drill and hand auger and will be screened with an OVA-PID during the installation process. Grab soil sample depths will include 0.5 feet bgs, 2 feet bgs, 4 feet bgs, and 6 feet bgs (depending on the depth to groundwater interface) (36 total soil samples which includes the interior monitoring well). Sample depths for laboratory analysis will be terminated at the water table. Soil samples will be analyzed for full list volatile organic compounds (VOCs) by EPA Method 8260. In addition, a 25-gram Encore Sampler will be used to collect a sample at each location

November 12, 2024 Terracon Proposal No. HB247034

(left on hold) for possible synthetic precipitation leaching procedure (SPLP) analysis by EPA Method 1311 in the samples where VOC parameter(s) exceed the SCTLs. Terracon will select samples for SPLP VOC analysis and contact the FDEP project manager with the selected samples and complete a Work Change Directive (WCD)/Task Assignment Change Order (TACO).

MAGS Well Installation As detailed in the SAWP, eight MAGS wells will be installed. Six MAGS locations will be installed inside the six interior soil borings, and two will be installed within the paved alley way behind the building. For budgeting purposes, it is assumed that the MAGS wells will be installed to 6 feet bgs (however actual depths will depend on depth to groundwater). The MAGS wells will be constructed with a 2-inch diameter, 5-foot length of 0.020-inch slotted screen, 1 foot of casing, and 6/20 silica sand filter pack around the screen. It is anticipated the screen length and total depths will be adjusted in the field based on the measured depth to water. The interior MAGS wells will be completed at the surface with 0.5 foot of Portland grout seal and capped to access in the future if needed. The exterior MAGS wells will also be patched and matched flush to grade to be accessed at a later date. MAGS well surface completions can be added if it is deemed necessary to convert these to a permanent soil vapor extraction wells. The MAGS wells will be installed as permanent for later use as SVE wells, if necessary.

Interior Monitoring Well Installation A one-inch diameter pre-packed shallow monitoring well will be hand installed at the location of the 1998 Site Screening Soil Boring Location next to the NE corner of the existing drycleaning machine.

The well will be installed to approximately 10-12 feet bgs or 2-3 feet into the water table based on difficulty installing the well by hand into saturated soils. The well construction will consist of 5 feet of 1-inch diameter, 0.010-inch slotted pre-packed PVC screen and 1- inch diameter PVC casing.

Terracon will complete an email deliverable for Subtask 2 documenting the field event is completed by providing field notes, utility locate documents, soil sampling forms, MAGS and monitoring well construction logs, and laboratory reports.

Subtask 3 –Monitoring Well Installation, Lithological Profile Boring, DPT Groundwater Screening Profile and IDW Management for Subtasks 2 and 3

Lithological Profile The lithological profile boring will be advanced to an estimated depth of 50 feet bgs by collecting continuous samples using a Geoprobe DPT drilling rig. Terracon’s geologist will be on-site to describe the lithology. We anticipate the lithologic boring to be installed as one of the earlier field tasks once groundwater flow is established.

Monitoring Well Installation Terracon will oversee the installation of four shallow piezometers/monitoring wells to verify and evaluate the groundwater flow conditions. As these wells with be constructed as shallow monitoring wells, a groundwater sample will be collected for full list of VOCs via EPA Method 8260 and analyzed on an expedited turnaround. Soil lithology will also be collected from each of the piezometer locations. The proposed piezometer locations are presented on Exhibit 4. It is anticipated that the proposed shallow zone piezometers will be installed to a depth of approximately 15 feet bgs, with 10 feet pre-packed screen. Each piezometer will be converted to a shallow monitoring well and completed flush to ground surface in an 8-inch diameter manhole set within a 2-foot by 2-foot by 4-inch concrete pad. The monitoring wells will be developed until the water is visibly free of sediment. The monitoring wells will

November 12, 2024 Terracon Proposal No. HB247034 be surveyed using a temporary benchmark (TBM) to assess groundwater flow direction. Presumed groundwater flow is believed to be towards the east.

DPT Groundwater Screening Profile The objective of the DPT groundwater profile assessment is to evaluate the extent and magnitude of drycleaning contaminants of interest within the on-site property boundary. Terracon anticipates advancing up to eight DPT groundwater screening borings and collecting groundwater samples from four-foot vertical intervals and the following six depths: 6-10, 16-20, 26-30, 36-40, 46-50, or until refusal at each location (40 groundwater samples). The proposed groundwater screening locations are presented on Exhibit 4. The groundwater screening samples will be collected by evacuating approximately one to two screen volumes of water to remove the initial fines from uncovering the screen at the desired depth. The groundwater samples will be submitted to the laboratory for analysis of full list VOCs. Additional details are summarized in the SAWP (Terracon, 2024).

IDW Management and Disposal Soil and liquid IDW derived from soil cuttings, well development, decontamination, and purge water during the Subtask 2 and 3 investigations will be contained in DOT approved 55-gallon drums and temporarily stored onsite until the waste characterization sample results are completed. The liquid IDW will be analyzed for the full list VOCs and the soil IDW will be analyzed for toxicity characteristic leaching procedure (TCLP) extraction for the full list VOCs and TCLP RCRA 8 metals. Assuming the waste is non-hazardous, the drums will be transported to an approved facility for disposal or treatment. Estimated two drums of soil and two drums of liquid. Terracon recommends subcontracting Common Ground Environmental, LLC for IDW transportation and disposal. Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of FDEP.

Groundwater Protection (GWP) Drillpro was the low bid and estimates that the work to complete Subtasks 2 and 3 will take five (5) days to complete.

Subtask 4 - MAGS and Groundwater Sampling and IDW Management

Modified Active Gas Sampling (MAGS) Eight (8) MAGS wells will be installed throughout the interior of the footprint of the former dry cleaner operation and outside of the back door. The proposed MAGS well locations are presented on Exhibit 5.

The assessment will use MAGS testing procedures to assist in identifying areas at the site requiring additional assessment. A portable blower and generator mounted on a utility trailer will be utilized to conduct the MAGS test. A well head assembly will be connected to each MAGS well to allow for vacuum, flow, temperature, and OVA measurements. Vacuum influence will be measured from other MAGS wells and shallow monitor wells during the test.

A vacuum step test will be conducted at the first MAGS point (adjacent to the active drycleaning machine and former site screening sample location), beginning with a lower applied vacuum, then increasing vacuum to reach an optimal vacuum to flow rate. This will assess the Radius of Influence (ROI) and provide maximum vacuum levels at well heads without excessive water entrainment. It is anticipated that the initial MAGS test location (adjacent to the active machine) and one additional location will be evaluated for optimum radius of influence. Based on the site anticipated lithology, depth to water and data from local nearby sites we are anticipating steps be conducted with well head vacuums set at 6, 13, 18 and 25 inches of water. The optimum range is most likely between 6 to 13 inches of water of vacuum.

November 12, 2024 Terracon Proposal No. HB247034

Eurofins Environmental Testing (Eurofins) will be used for TO-15 Method analytical testing for the full list of VOCs. The soil vapor samples will be collected in Summa canisters from the eight (8) MAGS wells for analysis by TO-15.

Monitoring Well Sampling Groundwater samples will be collected from the newly installed four shallow piezometers and interior monitoring well, in accordance with the FDEP SOPs, dated January 2017 (effective April 16, 2018) for chlorinated solvents. Prior to monitoring well sampling, Terracon will collect depth-to-water measurements. The analytes and laboratory methods are summarized in the SAWP (Terracon, 2024), and will include full list VOCs and PFAS analysis at FDEP approved well locations.

As a cost saving measure, no additional mobilization costs will be incurred as the specific purpose survey by Reserve Geospatial will begin the same day as groundwater sampling activities.

Terracon will complete an email deliverable for Proposal Subtask 4 documenting the field event is completed by providing field notes, MAGS preliminary data, groundwater sampling forms, laboratory reports, and management of IDW associated with Subtask 4.

Subtask 5 –PFAS Screening and IDW Management

Terracon will propose to sample groundwater in up to four of the onsite monitoring wells for PFAS. Once the selected monitoring wells are approved by the FDEP, Terracon will complete the PFAS sampling in general accordance with the Terracon State of Florida Sampling Standard Operating Procedure PFAS Version 2.0, dated January 30, 2024. The groundwater samples will be submitted overnight delivery to the FDEP Central Laboratory (DEP SOP LC-001-3).

IDW Management and Disposal Liquid IDW derived from purge water during the Subtask 4 and 5 investigations will be contained in DOT approved 55-gallon drums and temporarily stored onsite until the waste characterization sample results for the full list VOCs and PFAS can be evaluated. Assuming the waste is non-hazardous, the drum(s) will be transported to an approved facility for disposal or treatment.

This includes the electronic mail deliverable due to the FDEP in 48-hours after Terracon receives the PFAS analytical results. This will include preparation of a figure with the well locations and PFAS results, photograph documentation, laboratory data, PFAS checklist, chain-of custody, and signed waste manifest for VOC and PFAS IDW associated with Subtasks 4 and 5.

Subtask 6 –Site Assessment Report

Terracon will prepare a Site Assessment Report that will detail and summarize the soil, groundwater, and soil vapor sampling activities, field observations, and results of soil and groundwater analysis and will include data tables and exhibits of groundwater flow and soil and groundwater concentrations.

Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities.

SCHEDULE

The availability of the low bid drilling subcontractor will determine when Terracon can schedule the work after receiving the signed Task Assignment. Terracon anticipates the assessment work to begin in January 2025. Terracon anticipates the field deliverable of the interior site assessment activities within 45 business days of receipt of analytical results.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued which authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to collaborating with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 772-408-2959.
