Proposal for Annual Monitoring and Preparation of Report

Celebrity Cleaners, ERIC_5485 ■ Longwood, FL

September 24, 2022 ■ Terracon Proposal No. PH1227131

SITE RECOMMENDATIONS

The site was an active PCE drycleaner from 1986 until May 2020 when the operator abandoned the storefront. Historically, the following remedial actions have been implemented at Celebrity Cleaners:

• August 31, 2007 to October 16, 2013: Tetra Tech designed, installed and operated a soil vapor extraction system at the site.

• March 17 – April 9, 2009: Tetra Tech conducted an in-situ chemical injection event using a sodium percarbonate complex (Regenisis RegenOx®).

• April 28-May 28, 2009: Tetra Tech conducted a second in-situ chemical injection event, also using

RegenOX®.

• August 7-9, 2012: Tetra Tech conducted an in-situ biostimulation injection event utilizing 3D microemulsion (3DME).

• August 26 - 29 2014: Tetra Tech conducted a second biostimulation/bioaugmentation event utilizing 3DME and BDI plus.

Although the remedial actions produced reductions in contaminated surficial groundwater, most notably on the periphery of the plume, concentrations in the source area wells (i.e., MW014, MW024, and MW030R) rebounded.

Tetra Tech submitted an Annual Groundwater Monitoring Report documenting groundwater monitoring conducted in August 2020. Six groundwater samples out of the eight collected during the 2020 annual groundwater sampling event exceeded the Chapter 62-777, Florida Administrative Code (FAC)

Groundwater Cleanup Target Levels (GCTLS) and/or Chapter 62-777, FAC Natural Attenuation Default

Concentrations (NADCs) for one or more of the drycleaning constituents of concern (COIs). The data suggests that contamination is highest at 49 feet to 85 feet below land surface (BLS) with source area wells MW014, MW024, and MW030R screened at that interval. Additionally, groundwater samples collected from downgradient wells MW027 and MW032 (screened at 45 to 55 feet BLS) reported COI at concentrations exceeding the respective GCTLs indicating that the plume has not been adequately defined. Dissolved methane was detected in exterior monitoring wells MW014 (9.41 milligrams per liter (mg/L)), MW024 (4.18 mg/l), and MW030R (12.3 mg/L).

The annual groundwater monitoring data indicates a generally decreasing, although fluctuating, trend of COIs and suggests that the biostimulation and bioaugmentation injection events have been successful in stimulating source area bioremediation activity. Due to the duration of over two years since the last sampling event, and over 8 years since the biostimulation/bioaugmentation event, coupled with a fluctuating trend in concentrations, Terracon recommends sampling 7 monitoring wells for VOHs, as summarized in the following table. Additionally, Terracon recommends collecting samples for analysis of dissolved gasses from MW014, MW024 and MW030R. An evaluation of current groundwater quality data from these wells will provide a clearer and more comprehensive strategy for a path forward.

Off-site notification was submitted in August 2020, and appears to be up to date. The on-site access agreement was updated with the property owner (and DBA entities) in May 2019.

DELIVERABLES

The Annual Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations.

Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical results.
