Re: Request for Electrical Contractor Services Coin-O-Magic 921 N. Summit Street Crescent City, Putnam County, Florida

FDEP ERIC ID#: ERIC_5399

Terracon Project No. EQ247149

To Whom It May Concern:

Terracon Consultants, Inc. (Terracon) is requesting quotes to install new electrical services for a soil vapor extraction (SVE) and air injection treatment system at the former Coin-O-Magic, currently Coin-O-Matic laundromat, located at 921 N. Summit Street in Crescent City, Putnam County, Florida.

This work will be completed under the FDEP Waste Cleanup Program and requires the solicitation of bids. Bids are to be submitted no later than March 3, 2025.

General Power will be supplied by Florida Power & Light (FPL). The remediation system equipment will be pre-assembled and mounted inside a prefabricated trailer with all electrical conduits, fittings and appurtenances in accordance with the National Electric Code. The sizing of the treatment system equipment is 3 Phase, 240 Volt, 100 Amp.

Your quote must include all costs for providing and installing all necessary electrical feeds, accessory equipment, obtaining all relevant permits, wiring the system to the control panel and power supply, and providing up to 3 hours for system startup. The proposed scope of work is outlined below.

Scope of Work Install a 120/240V, 100A, three phase power service, meter can, and main disconnect for power drop.

Connect power to equipment trailer.

Supply all necessary permits to comply with city, county and state codes Minimum 3 hours for system startup.

Attached is a packet of construction drawings, including an electrical service detail drawing, discussions with FPL, and site photographs.

Should you have any questions, please contact Donna Cline at (904) 479-7415 or Evan Anselmo at (904) 412-7212.

Good morning, For what you are proposing, all of those facilities are customer owned. Just looking at the photos, I would recommend using the location shown in photo 3&4 as there is a meter trough there where you can pull an additional service.

Ultimately the choice is yours as long as it is feasible and meets the required codes.

Hello Xavier - I've attached an electric service detail and a design drawing of a proposed temporary vacuum system for soil & groundwater contamination remediation from a former drycleaner. The system is contained within a small trailer.

I'm reaching out to try and determine where we'd connect power for this system so we can put the finishing touches on our design for the system. Once this get approved by the Florida Department of Environmental Protection (FDEP), we would then move to construction and submit a project application with FPL.

Would you be able to identify the likely spot we'd be connecting to for power?

Photos 1 & 2 show the electrical box in a small alleyway behind the laundromat and Photos 3 & 4 show a second location further north on the backside of the building.

We would prefer to be able to use the box in Photos 1 & 2 so we can connect closer to the proposed system location.

Thanks again for your help, Evan Anselmo, P.E.

Donna, Need a clarification: we are to install additional meter can, instead of following the drawing that shows we can use existing; pulling wire from 3 and 4 to the system along the wall (95'), into the "corridor" and then along the southern wall (ends up at 250 feet of conduit)? 3 hours of startup for an electrician (not systems expertise level). lots of work, multiple days for a 3 person crew.

If all above is correct, the cost for the scope will be:

-$24,000.

From: Robert Wagner <rwagner@steppstowing.com> Sent: Monday, March 30, 2026 5:13 PM To: Cline, Donna L Subject: Equipment trailer Quote

Donna, For us to move this trailer from Dunedin to crescent this would be a port-to-port call. Which means time starts from when the driver leaves our yard, picks up the trailer, delivers the trailer, then returns back to our yard. I estimate this to be approximately 9hrs in total. This would be at 140hr ptp, plus 18% fuel. The total would come out to 1486.80 company check or cash.
