About this file

This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) under Contract Number HW687 to Terracon Consultants, Inc. The TA authorizes work on a groundwater sampling and monitoring project for the Vicks Cleaners facility (ERIC_4650) located at 8645 Pensacola Boulevard in Pensacola, Escambia County, Florida. The document is dated April 6, 2022, with a completion date of August 31, 2022. Dean Cox serves as the FDEP Project Manager, while Donna Cline represents Terracon Consultants, Inc. as the contractor's project manager.

The TA authorizes costs for groundwater sampling of nine monitoring wells and the preparation of a biennial groundwater monitoring report, with a total value of $7,427.68 based on a fixed unit rate payment structure. The scope of work includes field preparation and mobilization, groundwater sampling and laboratory analysis of nine designated monitoring wells (MW029, MW030A, MW033, MW034, MW035, MW036, MW037, MW038, MW039), water level measurements at twelve existing wells, survey work for five wells' top-of-casing elevations, and preparation of a comprehensive biennial report with updated tables and groundwater flow and concentration exhibits. The project involves 56-57 total hours of labor across three subtasks: Project Management, Groundwater Sampling, and Groundwater Monitoring Report preparation. Laboratory costs of $740 include halocarbons analysis and sample shipping, while additional field expenses total $945 for equipment and supplies. The deliverable—a Groundwater Monitoring Report—is due by May 31, 2022, with invoicing contingent upon FDEP approval. Supporting documentation includes cost estimates reflecting labor reductions of approximately $1,286.84 from initial proposal consolidation and quotes for industrial waste disposal services from Erwin Remediation at $100 per drum.

Memorandum

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC003A TA – Vick’s Cleaners (ERIC_4650) Groundwater Sampling (Biennial)

DATE: 4/6/2022

This task assignment (TA) authorizes costs for groundwater sampling (9 wells) and associated reporting (Biennial Monitoring Report), based on the Terracon proposal received 4/1/2022. The total cost for this TA is $7,427.68, with 56 hours of labor. Invoicing will occur for the total TA amount and will include payment for Subtask 1 Project Management, along with Subtask 2 Groundwater Sampling and Subtask 3 Groundwater Monitoring Report submittal. The deliverable report (Subtask 3) will be supplemented with GIS & ADaPT table update & upload, along with waste manifest submittal.

Draft TA proposal elements were consolidated per FDEP request, resulting in a cost reduction of $1,286.84 in the final proposal. Cost reductions included a 3-hour reduction in groundwater sampling labor, an 8-hour reduction in groundwater report labor, with an associated reduction in project management labor. Labor reductions resulted in commensurate reductions in overhead, fringe, and general & administrative costs.
