1.0 PROJECT INFORMATION
Best Cleaners & Laundry was formerly a stand-alone building that was demolished in 2016 and is located in a residential/commercial land use area of Deland, Florida. The property is currently vacant and houses the foundation of the former building. The City of Deland is currently preparing conceptual plans to redevelop the property, and evaluating the potential construction of a homeless shelter on the property.
Various remedial efforts at the former facility conducted since 2000 under the Drycleaning Solvent Cleanup Program. In October 2000, approximately 150 tons of impacted soil was removed from the source area on the exterior of the building. A remediation system consisting of air sparging and soil vapor extraction (AS/SVE) was installed in February 2001 and was operated intermittently from February 2001 until October 2005. The system was modified in 2008 with the use of shallow and deep SVE wells. The system was shut down in June 2010 and restarted in February 2011. Operations and Maintenance (O&M) was performed at the site until a system malfunction in May 2012. The remediation system was disassembled and removed in January 2013.
Soil assessment activities were conducted by PSI/Intertek in November 2019 and recommended an Interim Source Removal.
2.0 SCOPE OF SERVICES
As discussed in the Site Review Meeting on April 26, 2022, the potential for a perched water table would affect the recommended assessment/remediation approach, therefore this scope includes a site visit to conduct depth to water readings at the following wells:
▪ Source area for wells MW010, MW011, MW012, MW028 and MW029; and for geological spatial reference MW018, MW019 (to the SE of the source area),
▪ Shallow MAGS wells (16 feet depth): MP001, MP002, MPP005, MP007, MP008,
▪ Deep MAGS wells (33 to 34 feet depth): MAGS002D, MAGS004, MAGS006, MAGS009
At your request, the proposed scope of work consists of the following subtasks:
Subtask Description
Subtask 1: Project Management
This scope is provided for in the template worksheets
Subtask 2: File Review and Site Access
▪ Evaluate site access and perform file review Mobilization to the Site
▪ Open existing groundwater monitoring and MAGS wells and document depths to water level.
▪ Prepare an email summary of results deliverable as detailed in Section 3.0.

3.0 DELIVERABLES
As part of the file review, Terracon will provide copies of any Site Access Agreements, Off-site Notice information, and any recommended or proposed changes to the FDEP Site Status Summary Table.
The depth to water information will be included in an email with a brief interpretation of the data with respect to appropriate and effective remediation strategies relative to the depth to water influence. A team conference call will be scheduled to evaluate the appropriate technical approach for the site based on the depth to water information and brief discussion with the City of DeLand regarding property development plans and timelines.
4.0 SCHEDULE AND FEE
It is estimated that the deliverable(s) will be submitted to FDEP within 20 business days following receipt of authorization to proceed.
The Scope of Services outlined in this proposal will be conducted as proposed in the attached Level of Effort (LOE) and Cost Estimate Form (CEF). If additional services are required that are outside the scope of this proposal, you will be contacted to discuss associated costs. FDEP authorization will be obtained prior to commencement of additional services outside the scope of this proposal.
