About this file

This document set comprises a Task Assignment (TA) and supporting proposal materials for groundwater monitoring services at the Carriage Trade Dry Cleaners site in Tampa, Florida under the Florida Department of Environmental Protection (FDEP) Waste Cleanup Program Contract No. HW687. The parties involved are the State of Florida Department of Environmental Protection (client), Terracon Consultants, Inc. (contractor), and various subcontractors including Petrotech Southeast, Inc., Clean Earth Environmental Solutions, Inc., and Republic Services for waste disposal services. Gabriel Sostre serves as the FDEP Project Manager, while Shawn Ouellette represents Terracon as the Project Manager with support from Senior Scientists and Engineers.

The TA authorizes Terracon to conduct annual groundwater monitoring for volatile organic halogenated compounds (VOHs) and per-and polyfluorinated substances (PFAS) across three subtasks: project management and VOH groundwater sampling (due 07/11/2025, $5,478.14), and PFAS sampling (due 08/08/2025, $4,635.31), for a total TA value of $10,113.45 under fixed unit rate compensation. The scope includes collecting water levels from eight monitoring wells, sampling one intermediate well for VOH analysis and six shallow wells for PFAS analysis, preparing a Groundwater Monitoring Report with updated exhibits, properly manifesting investigative-derived waste, and submitting samples to FDEP's laboratory. Labor comprises 65.52 hours across various personnel including project managers, engineers, and scientists. The total cost breakdown includes direct labor ($2,967.87), overhead (116%), fringe benefits (56.263%), travel ($240.00), subcontractor services ($341.00 for Petrotech IDW disposal), laboratory analysis ($146.00), field equipment and expendables ($498.00), and completion fees ($808.04). The TA completion date is September 12, 2025, with deliverables requiring FDEP approval prior to invoicing.

Waste Cleanup Contract No. HW687 Terracon Proposal No. PH4257158

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct combined volatile organic halogenated (VOHs) and per-and polyfluorinated substances (PFAS) groundwater sampling at the Carriage Trade Dry Cleaners (ERIC_4799) site located in Tampa, Florida.

Scope of Services

Field preparation, update health and safety plan for combined PFAS and VOH groundwater sampling.

Mobilization to site, collection of depth to groundwater measurements from 8 monitoring wells. Perform groundwater sampling of 1 intermediate monitoring well for VOH analysis and 6 shallow monitoring wells for PFAS analysis to evaluate concentration trends and ascertain groundwater flow.

Properly manifest the groundwater drum of investigative-derived waste (IDW).

Submit PFAS samples in cooler preserved on ice by overnight courier to FDEP’s laboratory for sample analysis.

Review data and prepare a Groundwater Monitoring Report including updated tables, groundwater flow, and concentration exhibits.

Proposal for Groundwater Sampling Carriage Trade Dry Cleaners ERIC_4799 Tampa, FL May 1 , 2025 Terracon Proposal No. PH4257158

Schedule Deliverable Annual Groundwater Monitoring Report submitted within 20 business days following receipt of laboratory results.

Compensation See attached CEF for details.

SITE RECOMMENDATIONS

Terracon performed groundwater sampling from eight onsite groundwater monitoring wells in August and October 2024 for analysis of VOHs and PFAS. Based on the results of the 2024 Groundwater Monitoring report, concentration of 1,1-dichloroethene (1,1-DCE) in MW002I was the only VOH compound reported above its respective groundwater cleanup target level (GCTL) (see attached Exhibit 1).

Historically, PFAS have been reported at concentrations above the provisional GCTL of 70 nanograms per liter (ng/L) for Perfluorooctanoic acid (PFOA), Perfluorooctane sulfonic acid (PFOS), and their sum (PFOA + PFOS) in the shallow monitoring wells (see attached exhibit 2). Furthermore, monitoring well PZ004 and MW003S presented sum of PFOA and PFOS at a concentration above 300 ng/L. Based on the updated Waste Site Cleanup Section (WSCS) PFAS Guidance, dated September 13, 2024, Expanded PFAS Monitoring and/or Additional Assessment would be appropriate for Sites with PFOA+PFOS above 300 ng/L.

Based on James Dalton’s recommendation (email dated April 23, 2025), Terracon should continue groundwater monitoring for VOCs at well MW002 to evaluate the 1,1-DCE concentration trends.

Additionally, PFAS analysis should be conducted for all six onsite shallow monitoring wells. Further assessment for PFAS delineation should be conducted at a later time.

DELIVERABLES

The Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include equipment calibration logs, groundwater sampling logs, IDW disposal documentation, updates to the site’s historical data tables, and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling, closure, or remedial activities. The PFAS results and evaluation will be provided in an additional section within this report, and also submitted in a separate email.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.

Proposal for Groundwater Sampling Carriage Trade Dry Cleaners ERIC_4799 Tampa, FL May 1 , 2025 Terracon Proposal No. PH4257158
