About this file

This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) Waste Cleanup Program under Contract Number HW687. The TA authorizes Terracon Consultants, Inc. to conduct groundwater sampling and monitoring services at the Fountain Cleaners site located at 4602 South Jog Road, Greenacres, Palm Beach County, Florida (ERIC_5118). The project is managed by Patrick McGrane (FDEP Project Manager, 850-245-8899) and Donna Cline (Terracon's Project Manager, 904-479-7415), with TA Number DC005D and a completion date of February 28, 2025.

The Task Assignment authorizes Terracon to conduct groundwater monitoring for volatile organic halocarbons (VOHs) and per- and polyfluorinated substances (PFAS) across three subtasks with a total contract value of $11,612.27 on a fixed unit rate basis. Subtask 1 encompasses project management at 13% of direct labor costs; Subtask 2 includes VOH groundwater sampling and analysis of 10 monitoring wells (7 shallow and 3 deep wells) with report preparation at a cost of $9,927.16; and Subtask 3 covers PFAS sampling and analysis of 4 monitoring wells at $1,685.11. The work involves 70 total labor hours and includes field sampling, laboratory analysis, IDW (investigative derived waste) management through subcontractors (Erwin Remediation for drum disposal at $545.00 and Clean Earth Environmental Solutions or Common Ground Environmental for additional waste handling), and preparation of a comprehensive Groundwater Monitoring Report to be delivered within 20 business days of laboratory results. Deliverables are due December 13, 2024, with invoice requirements contingent on FDEP approval of the monitoring reports.

Task Assignment HW687 Terracon Proposal No. PHB247005

Dear Mr. McGrane:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Protection (FDEP) Waste Cleanup Program (WCP) to conduct Groundwater Monitoring for Volatile Organic Halocarbons (VOHs) and conduct groundwater sampling for per-and polyfluorinated substances (PFAS) analysis for the Fountain Cleaners (ERIC_5118) located at 4602 S Jog Road, in Greenacres, Palm Beach County, Florida.

Proposal for Groundwater Sampling Fountain Cleaners, ERIC_5118 Greenacres, FL September 17, 2024 Terracon Proposal No. PHB247005

Scope of Services

Subtask 1 - The costs associated with this subtask are calculated automatically at 13% of the direct labor costs of the remaining subtasks.

Subtask 2 –VOH Groundwater Sampling Field task and safety planning, site mobilization, perform depth to water measurements, groundwater sampling and laboratory analysis of 10 onsite monitoring wells (7 shallow wells:

MW001, MW002R, MW004S, MW005, MW006S, MW007S,

MW008S, and 3 deeper intermediate wells: MW004D, MW006D, MW007D)

Review VOH results and prepare a Groundwater Monitoring Report including updated tables and groundwater flow and concentration exhibits and provide conclusions and recommendations.

IDW Management

Subtask 3 – Expanded PFAS Sampling Field task planning, mobilize to site, and perform groundwater sampling and laboratory analysis for PFAS of 4 monitoring wells.

Monitoring wells proposed for PFAS sampling: (3 shallow wells: MW001, MW004S and MW005 and 1 deep well

MW004D.

PFAS samples are sent by overnight courier to FDEP’s laboratory for sample analysis

Review PFAS results and prepare a report section to discuss results and provide conclusions and recommendations.

See attached LOE for details

Deliverable Ground Monitoring Report 20 business days based on TA authorization and following receipt of laboratory results.

Compensation See attached CEF for details.

BACKGROUND GROUNDWATER

According to Terracon’s 2022 Groundwater Monitoring Report, samples were collected from 11 monitoring wells. One of the 11 monitoring wells sampled in the July 2022 sampling event exceeded the Chapter 62- 777, Table I, Florida Administrative Code (F.A.C.) Groundwater Cleanup Target Level (GCTL) for tetrachloroethylene (PCE 5.7 µg/L) from MW-004S. Cis -1,2 dichloroethene was detected in MW004S at 0.54I and MW-007D at 1 µg/L; below the 70 µg/L GCTL. The laboratory identifier I indicates the reported value of 0.54I µg/L was between the laboratory method detection limit (MDL) and the laboratory practical quantitation limit (PQL). All other contaminants of interest (COI) were reported below the MDL. The remaining monitoring wells had no reported exceedances of drycleaning contaminants of interest (COIs)

Fountain Cleaners, ERIC_5118 Greenacres, FL September 17, 2024 Terracon Proposal No. PHB247005 in groundwater during this monitoring period. Notably, the documented well with the highest PCE concentration (interior) MW002 was not sampled. Monitoring well MW002 presumably had been destroyed during onsite renovations and was later replaced by Terracon during the SVE installation in 2023.

PFAS sampling was conducted at the site on August 8, 2023, for monitoring wells MW-001, MW-004S, MW- 004D, and MW-005. Analytical results reported perfluorooctanic acid (PFOA) + perfluorooctanesulfonic acid (PFOS) above the FDEP Provisional Cleanup Target Level (PGCTL) in MW-004S. Expanded sampling of the PFOA+PFOS PGCTL exceedances was recommended to the FDEP during the site screening email deliverable to define the horizontal extent and confirm if deeper concentrations of PFAS persist. However, based on new guidance provided by the FDEP on September 13, 2024, only monitoring wells previously sampled during the screening event should continue to be sampled if there is an exceedance the 70 µg/L PGCTL onsite.

Expanded monitoring and assessment will only apply to sites which have a concentration above 300 ng/L or potable well receptors in the site vicinity.

DELIVERABLES

Terracon will prepare the Groundwater Monitoring Report, and will detail and summarize the groundwater sample event, to include summary tables and exhibits (including a graphical depiction of the groundwater elevation data and analytical results), and a copy of the groundwater sampling logs, calibration records and laboratory analytical report. The report will include a discussion of the analytical results.

SCHEDULE

The Groundwater Monitoring Report will be completed within 20 business days of receipt of laboratory data.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment number will be issued to authorize us to perform this work.
