SITE HISTORY

Recent site assessment activities were reported in a Site Assessment Report, dated August 29, 2025, prepared by Terracon. A summary of the findings is provided below:

Crosstown Cleaners ERIC_5085 Jupiter, FL December 11, 2025 Terracon Proposal No. PHB257047

Eight shallow MAGS wells (4 feet bgs) were installed March 4, 2025 (Interior: MAGS-1 through MAGS-6; Exterior: MAGS-7 and MAGS-8). Soil samples were collected during the installation of the MAGS wells at the 0.5’, 2’, and 3’ intervals bgs, for analysis of VOCs (full list) by EPA Method 8260D. VOC contaminants of concern (COCs) were not detected above their respective SCTLs outlined in Chapter 62-777, F.A.C.

A MAGS event was performed on March 6, 2025. Soil gas analytical samples were submitted for analysis of VOHs by EPA Method TO-15. Moderate PCE concentrations (above 1.0 mg/m³ but below 10 mg/m³) were observed in five of the six interior wells (all except MAGS-5), ranging from 1.10 to 2.00 mg/m³. The highest concentration was in the sample from MAGS-3 located in the spotting area. MAGS-7 and MAGS-8 reported low PCE concentrations, below 1.0 mg/m3.

Four exterior 1” piezometer wells (PZ-1 through PZ-4) and one interior 1” monitoring well (PZ-5/MW-1) were installed March 3, 2025, to total depths of 12 feet bgs. Groundwater sampling was conducted from the five recently installed piezometer/monitoring wells on March 11, 2025, for analysis of VOCs (full list) by EPA Method 8260D and PFAS via FDEP SOP: LC-001-03. The VOC parameters were reported below the respective laboratory MDLs and GCTLs for the groundwater samples collected from PZ-1 through PZ-5/MW-1, with the exception of cis-DCE and trans-DCE reported in PZ-5/MW-1 at concentrations above the MDL but below the GCTLs.

PFAS-impacted groundwater was identified above the Provisional Groundwater Cleanup Target Levels (PGCTL) for constituents of concern PFOA, and PFOA + PFOS in PZ-5/MW-1 adjacent to the dry-clean machine. PFOA and PFOA+PFOS were reported for the groundwater sample collected from the shallow zone monitoring well PZ-5/MW-1 (screened 5-10 feet bgs) with a reported PFOA concentration of 150 nanograms per liter (ng/L) and PFOA+PFOS concentration of 181 ng/L which is above the PGCTL of 70 ng/L.

PFOA, PFOS, and PFOA+PFOS concentrations for the remaining four piezometers were not reported above the PGCTL.

Terracon collected screen point groundwater samples from seven locations (DP-1 through DP-8) from March 5 through March 7, 2025. Eight screening sampling intervals were selected for groundwater sample collection (6 to 10, 16 to 20, 26 to 30, 36 to 40, and 46 to 50 feet bgs. COCs were reported below the respective GCTLs per Table I, Chapter 62- 777, F.A.C, with the exception of DP-3 at 6-10 feet bgs which had a reported vinyl chloride concentration of 27 μg/L, which is above the GCTL of 1 μg/L but below the Natural Attenuation Default Concentration (NADC) of 100 μg/L per Table I, Chapter 62- 777, F.A.C. DP-3 is located outside the back door area of the cleaner.

Terracon Recommended installing a permanent well at the DP-3 location to confirm the vinyl chloride exceedance reported within the 6-foot to 10-foot depth interval. If this sample result is reported below GCTLS no additional sampling will need to be completed. The soil and groundwater results would then support a No Further Action (NFA) without Institutional and Engineering Controls using Risk Management Option Level I (RMO I) criteria for Chapter 62-

780.680 (1) of the F.A.C for chlorinated solvents.

Crosstown Cleaners ERIC_5085 Jupiter, FL December 11, 2025 Terracon Proposal No. PHB257047

Elevated PCE concentrations above the default action level of 1 mg/m³ in five of the eight MAGS wells, may warrant the design of an SVE system as part of an Interim Source Removal Plan (ISRP) or consideration of a short-term episodic Soil Vapor Extraction Event.

Terracon recommended additional groundwater sampling for chlorinated solvents at the 1-year anniversary of the initial sampling event (March 2025) or as a baseline for implementing an ISRP should the FDEP choose this route.

Terracon also recommended continued Monitoring for PFAS at the site since the initial analytical sampling results exceeded the PGCTL in one source well PZ-5/MW-1.

DELVIVERABLES

The Groundwater Monitoring Report will detail and summarize the field activities for the MW installations, sampling activities from the sampling event, field and laboratory data, tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities or potential closure pathways. The PFAS evaluation will be provided in an additional section within this report.

Terracon will also prepare a separate Letter Report that will detail and summarize the MAGS activities, field observations and laboratory analytical results for the soil gas samples. The Letter Report will include exhibits with analytical concentrations, summary data tables, intrinsic permeabilities ROI estimates, conclusions and recommendations.

SCHEDULE

It is estimated that the well could be installed and sampling activities could be conducted within two weeks from TA authorization and reports issued within 30 business days of receipt of analytical data.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within the DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that the Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 772-343-9787.
