Contract No. HW687 Terracon Proposal No. PH4247036
Dear Mr. McGrane:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct supplemental soil sampling and a Modified Active Gas Survey (MAGS) Event for Miller Machinery and Supply Company #2 (ERIC_4733) located at 1920 Tampa East Boulevard, Tampa, Hillsborough County, Florida. The objective of the proposed scope is to address data gaps in support of remedial design; specifically, to (1) improve delineation of contaminant impacts in unsaturated soils and (2) evaluate the radius of influence for soil vapor extraction in the western part of the facility. The proposed scope and sampling locations were developed in collaboration with the FDEP; Robert Huckaby, P.E., indicated approval in the attached email dated January 26, 2024.
Scope of Services
Subtask 1. Project Management Subtask 2. Soil Sampling and Modified Active Gas Sampling
(MAGS): 11 soil borings, 6 MAGS well installations, 8 MAGS tests Subtask 3. Investigative Derived Waste Management Subtask 4. Preparation of Letter Report
See attached LOE for details
Schedule Submit a Letter Report of on-site activities within 30 business days following receipt of laboratory results.
Compensation See attached CEF for details.
Proposal for Soil Investigation and MAGS Testing Miller Machinery and Supply Company #2, ERIC_4733 Tampa, FL November 2 , 2024 Terracon Proposal No. PH4247036
SCOPE OF SERVICES
Subtask 1 – Project Management
Dan Nedvidek will serve as the Project Manager during the field investigation. Donna Cline, P.E., will be involved throughout the project, serving as Authorized Project Reviewer.
Subtask 2 – Soil Sampling and Modified Active Gas Survey
Pre-Task Planning will be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan.
Utility Locate Prior to initiating any subsurface activities, Terracon personnel will mobilize to the site to conduct a subsurface geophysical survey for the identification of potential subsurface utilities or obstructions.
This scope of work is estimated to take one day to complete.
Soil Investigation Terracon personnel will mobilize to the site to collect soil samples via hand auger from 11 proposed soil boring locations, as illustrated on the attached site map (Exhibit 3). The soil samples will be collected from 0.5, 2, and 4 feet below ground surface (ft bgs), or to the top of the water table if encountered within 4 ft bgs. Terracon personnel will perform the core drilling and hand augering to advance the soil borings. Terracon personnel will field-screen the soils with an OVA-PID, document the lithology observed at each soil boring location, and record the Global Positioning Satellite (GPS) coordinates of completed borings. Based on the number of proposed boring locations and depth intervals, Terracon will collect up to 33 soil samples for laboratory analysis of Volatile Organic Halocarbons (VOH) via EPA Method 8260. Two of the proposed soil boring locations (6 of the 33 samples) will be held pending the results of the total VOH results. SPLP samples will be collected from all 33 samples, and all 33 SPLP samples will be held pending the results of the total VOH results. FDEP will be contacted to discuss whether to proceed with analyzing any of the hold samples. Soil borings without MAGS well completion will be abandoned by tremie grout with a neat cement/bentonite mixture.
Modified Active Gas Survey (MAGS) Terracon personnel will complete six of the proposed soil borings as MAGS wells, as indicated on the attached site map (Exhibit 3), after completing soil sampling activities at those locations. The MAGS wells will be constructed of 2" PVC, screened from 1 to 3 ft bgs, and completed with flush-mounted, threaded cleanout plugs, consistent with the previously installed MAGS wells in the lower (western) part of the facility.
MAGS testing will be conducted at two existing MAGS wells (MAGS015 and MAGS018), and at each of the six proposed new MAGS wells. The MAGS testing is anticipated to require a minimum of 2 days.
One soil gas (air) sample will be collected into a Summa canister at each MAGS location and analyzed for VOH by EPA Method TO-15. The MAGS results will be summarized in a brief letter report.
Subtask 3 –Investigation Derived Waste
Decontamination activities will take place at a designated staging and laydown area. The soil cuttings will be containerized in 55-gallon drums as investigative derived waste (IDW) and staged on-site at a
November 2 , 2024 Terracon Proposal No. PH4247036 designated location. It is estimated that up to 2 drums of IDW will be generated in Subtask 2. The transportation and disposal costs for the drums are included under Subtask 3.
Terracon recommends subcontracting for IDW transportation and disposal.
Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of FDEP.
Subtask 4 –Letter Report
Terracon will prepare a Letter Report that will document the field activities, MAGS results, and laboratory analytical data for the soil and air samples. The report will include data tables, exhibits of soil and soil gas concentrations, and a summary of results and recommendations.
SCHEDULE
It is estimated that the proposed soil investigation and MAGS activities can be completed within 20 business days of receipt of the Task Assignment, subject to scheduling constraints with the active facility. Terracon anticipates the letter report deliverable of MAGS investigation activities within 30 business days of receipt of analytical results.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
Sincerely, Terracon Consultants, Inc.
