SUBJECT: Negotiation Summary – BIL22

Task Assignment (TA) Change Order #2 – TA BIL03AC2 Former 3D Oil Distribution Facility – Site ID # ERIC_5549 Supplemental Site Assessment Activities

This Task Assignment Change Order (TACO) is for the reduction of subcontractor, IDW, and laboratory costs during supplemental site assessment activities. Specific changes are detailed below:

Subtask 1: Project Management No cost changes associated with this Subtask.

Subtask 2: Soil Contamination field activities There was a reduction in subcontractor costs, including handling fees, due to the decrease in costs associated with drilling/soil borings and DVT injection. Also, due to not needing to run SPLP analysis, there was a reduction in laboratory costs. These changes resulted in a cost actual decrease of ($4,085.00).

Subtask 3: Groundwater field activities There was a reduction in subcontractor costs, Including handling fees, due to a decrease in IDW costs. This change resulted in a cost actual decrease of ($500.50).

Subtask 4: Supplemental Site Assessment Report No cost changes associated with this Subtask.

Summary The Department’s BIL Contract Manager and Terracon’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of ($4,585.50), as shown in the Cost Actual LOE. The changes were noted in the TACO Request received from Terracon on June 5, 2024. The final cost associated with this TA decreased from $71,080.66 to $66,495.16. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, and the TACO form for BIL03AC2 prepared by the Department.
