SUBJECT: Negotiation Summary Task Assignment DC008C (HW687)
DATE: June 6, 2024
This Task Assignment authorizes Terracon Consultants, Inc. (Terracon) to conduct Annual Groundwater
Monitoring and Expanded PFAS Monitoring at the Fabricare Cleaners and Laundry Inc site.
The total cost for this project is $13,534.21 with 95 total labor hours. All work is to be performed in accordance with the June 5, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
Terracon may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW687.
Subtask 2:
Following verification of an accurate access agreement with the current real property owner, Terracon will collect samples from 19 monitoring wells. All 19 wells will be analyzed for chlorinated VOHs via EPA
Method 8260. Expanded PFAS monitoring is being performed due to an exceedance of the PGCTL found in groundwater onsite. As a result, nine wells will be analyzed for PFAS at the DEP Central Laboratory in
Tallahassee, FL. See attached Scope of Services for sample well IDs and the corresponding analysis.
Following the groundwater sampling event, Terracon will submit a Groundwater Monitoring Report summarizing their findings with updated analytical results and tables as well as conclusions and recommendations based on the most recent data.
Subtask 3:
Includes costs associated with PFAS sampling (labor hours and subsequent reporting) as described in
Subtask 3 deliverable.

SITE RECOMMENDATIONS
Terracon performed Supplementary Site Assessment Activities for volatile organic halocarbons (VOHs) in February through July 2023. Based on the results of the 2023 Assessment, concentrations of tetrachloroethene (PCE) and its degradation (daughter) products, including trichloroethene (TCE) and cis-1,2-dichloroethene (c-DCE) were reported above their respective groundwater cleanup target level (GCTL) outlined in Chapter 62-777, Florida Administrative Code (F.A.C.).
The VOH contaminant plume has been vertically assessed (delineated) as outlined in Chapter 62- 780.600, F.A.C., horizontal assessment of the VOH contaminant plume has been established onsite to the north, offsite to the west, and offsite to the south, the contaminant plume has not been delineated to the east. Conversations with FDEP indicated that performing ISR in the interim is recommended prior to attempting further offsite access to the east. The soil vapor extraction system has been in operation since August 2023.
Based on this data, Terracon recommends VOHs sampling of the existing monitoring wells to confirm the previously reported VOHs concentrations and evaluate any potential trends of VOH concentrations.
Historically per-and poly-fluoroalkyl substances (PFAS) have been reported exceeding the provisional GCTL of 70 ng/L for PFOA, PFOS, and their combined sum in MW001S, MW002, MW003, and PZ004.
Based on this data, Terracon recommends continued PFAS sampling of the existing monitoring wells to confirm and evaluate any potential trends of PFAS at the Site as well as expanded PFAS sampling to delineate PFOA, PFOS, and their sum. Terracon recommends expanding the sampling efforts to MW005D, MW009I, MW011, MW013, and MW015.
DELIVERABLES
The Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling, Proposal for Combined VOH and PFAS Groundwater Sampling and Reporting Fabricare Cleaners and Laundry, ERIC_4741 Tampa, FL February 14, 2024 Terracon Proposal No. PH4247033 closure, or remedial activities. As mentioned earlier the PFAS evaluation will be provided in an additional section within this report.
SCHEDULE
It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
