About this file
This document is a Task Assignment (TA) DC034A issued under Contract Number HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The TA authorizes work at the Dryclean World facility (ERIC_5042) located at 1451 Lee Road, Winter Park, Orange County, Florida. The assignment was executed on March 23, 2023, with a completion date of September 30, 2023. Dean Cox serves as the FDEP project manager, while Donna Cline represents Terracon as the contractor's project manager.
The TA authorizes groundwater monitoring and reporting services with a total fixed unit rate value of $9,379.49. The deliverable is a Post-Active Remediation Monitoring (PARM) Report due by June 30, 2023, with invoice authorization contingent upon FDEP approval of the report. The scope includes sampling nine monitoring wells (MW001, MW002, MW005, MW009, MW010, MW015, MW019, MW020, and MW021) for volatile organic compounds (VOHs) and five wells (MW001, MW002, MW005, MW019, and MW020) for Underground Injection Control (UIC) parameters including metals, sulfate, solids, color, and chloride. Labor costs total $5,056.36, with additional expenses including travel ($440.00), laboratory analysis ($1,755.00), field equipment and supplies ($1,512.50), subcontractor services for industrial waste disposal via Erwin Remediation ($110.00), and a completion fee ($505.63). The TA was negotiated to $9,379.49, representing a 12 percent cost reduction from the original proposal of $10,626.89.

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC034A Dryclean World (ERIC_5042) PARM & Reporting
DATE: 3/20/23
This TA authorizes costs associated with groundwater monitoring & reporting. The total cost of this TA is $9,379.49 and this entire cost is fixed unit rate. This TA was negotiated - the total cost is $1,247.40 or 12% less than originally proposed. A site access agreement has been sent to the new property owner, who is expecting it and committed to signing it and returning it promptly.
The purpose of this TA is PARM groundwater monitoring, including VOHs and UIC parameters. ISCO/sodium permanganate was applied via injections in 2017. UIC monitoring includes metals, sulphate, solids, color, and chloride. Some metals were above their GCTLs in 2020 PARM groundwater monitoring, but concentrations were similar to baseline conditions except in MW001. The sampling event will provide data on the continued degradation of PCE and its daughter products and may indicate any ongoing ISCO activity along with UIC parameter concentrations.
The site is and will be undergoing redevelopment. The WSCS PG expressed some concern regarding inadequate soil assessment. Terracon has similar concerns and plans to recommend a soil assessment approach and future actions considering the possible loss of some monitoring wells. Terracon is collecting GPS coordinates for monitoring wells as part of this task and has been requested to submit them, ideally as a report appendix.

Task Assignment HW687 Terracon Proposal No. PH1227132
Dear Mr. Cox:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct Annual Groundwater Monitoring and Reporting for the Dryclean World (ERIC_5042) facility located at 1451 Lee Road, Winter Park, Orange County, Florida.
Scope of Services
Initial site visit to meet with owner/tenant, evaluate monitoring wells and general site conditions;
Field preparation, prepare health and safety plan, mobilize to site, perform groundwater sampling and laboratory analysis of ten
(10) existing monitoring wells (MW001, MW002, MW005, MW009, MW010, MW015, MW019, MW020, and MW021) for VOH; and five
(5) wells (MW001, MW002, MW005, MW019 and MW020) for UIC parameters;
Review data and prepare an Annual Groundwater Monitoring Report including development of a conceptual site model, updated tables and groundwater flow and concentration exhibits. See attached LOE for details
Schedule
Submit Annual Monitoring Report within 20 business days following receipt of laboratory results.
Compensation
See attached CEF for details.

Proposal for Annual Monitoring and Preparation of Report Dryclean World, ERIC_5042 ■ Winter Park, FL March 9, 2023 ■ Terracon Proposal No. PH1227132
SITE RECOMMENDATIONS
Tetra Tech submitted an Annual Groundwater Monitoring Report documenting groundwater monitoring conducted in June 2019. The highest PCE concentration identified in the groundwater during the June 2019 annual groundwater sampling event was collected from MW020 at 12,400 micrograms per liter (µg/L). Geochemical data suggest an aerobic aquifer based on dissolved oxygen (DO) and oxygen reduction potential (ORP) field measurements and general lack of tetrachloroethene (PCE) daughter products. Due to the duration of over two years since the last sampling event, and over four years since the chemical oxidation injection remediation event, coupled with an overall decreasing trend in concentrations, Terracon recommends sampling nine (9) monitoring wells for VOHs, as summarized in the following table. Additionally, Terracon recommends collecting Underground Injection Control (UIC) parameters (metals, chloride, sulfate, total dissolved solids, sulfate, and color) from monitoring wells MW001, MW002, MW005, MW019 and MW020. An evaluation of current groundwater quality data from these wells will provide a clearer and more comprehensive strategy for a path forward.

The Temporary Point of Compliance (TPOC) and off-site notification was submitted in January 2017, and appears to be up to date. The on-site access agreement does not appear to match the current owner and needs to be updated.
DELIVERABLES
The Annual Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations.
Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities.
Proposal for Annual Monitoring and Preparation of Report Dryclean World, ERIC_5042 ■ Winter Park, FL March 9, 2023 ■ Terracon Proposal No. PH1227132
SCHEDULE
It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical results.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
