SUBJECT: Negotiation Summary – SRP28 Task Assignment (TA) Change Order #3 – TA BF04A CO3 2402 Market Street Project - Site ID #: ERIC_18247 Site Assessment Activities

This Task Assignment Change Order (TACO) authorizes additional labor hours, corrects County Clerk filing costs, extends the final deliverable due date, and authorizes supplemental field work.

Specific changes are detailed below:

Subtask 1: Project Management Under this subtask there was an increase in project management hours due to additional labor hours under Subtask 5 and newly added labor hours under Subtask 6. These changes resulted in a cost actual increase of $1,188.09.

Subtask 2: Update QAPP/Work Plan and HASP Under this subtask there was a correction for the County Clerk filing cost. This correction resulted in a cost actual decrease of ($18.70).

Subtask 3: Field Preparation and Off-Site Access There are no scope or cost changes associated with this Subtask.

Subtask 4: Field Work There are no scope or cost changes associated with this Subtask.

Subtask 5: Site Assessment Report Addendum Due to the supplemental field work being performed under Subtask 6, under this subtask Terracon requested additional staff time to evaluate the additional data and complete tables and exhibits.

The final report due date was also extended to coincide with the Brownfield Site Rehabilitation Agreement schedule. This change resulted in a cost actual increase of $1,343.47.

Subtask 6: Supplemental Field Work Under this new subtask Terracon will collect soil samples for PAH analyses and install an intermediate zone monitoring well and sample for vertical groundwater delineation. This additional work resulted in a task increase of $19,938.31.

Negotiation Summary – Task Assignment Change Order #3 TA BF04A CO3 2402 Market Street Project – Site ID # ERIC_18247 December 30, 2025

Summary The Department’s SRP Contract Manager and Terracon’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost increase of $22,451.17, as shown in the Final/Cost Actual LOE. Due to a rounding error in Excel, the Delta LOE states an overall cost increase of $22,451.16, however this was addressed in the Cost Actual LOE. The changes were noted in the TACO Request received from Terracon on December 9, 2025. The final cost associated with this TA increased from $49,838.98 to $72.290.15.

Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, and the TACO form for BF04A CO3 prepared by the Department.

Supplemental Work

Contact property owner/tenant and FDEP to schedule field work. Review preliminary soil PAH data to determine if the 20 foot samples need to be analyzed (1 Hr.) and prepare the Subtask 6 Deliverable Submittal to the FDEP to include field notes, sampling forms, and laboratory reports (3 Hrs.).

Scope: Installing 8 soil borings around SS-008 (samples at 0.5 & 2 feet bgs) and SS-007 (samples at 0.5 feet bgs) ( 24 Soil Samples ).

Direct work, daily safety debrief, record lithological descriptions, install of 8 soil borings collecting samples at depths of 0.5 to 2 feet bgs around SS-008 and 8 soil borings collecting samples at a depth of

0.5 feet bgs around SS-007. Some loctions are through concrete, asphalt, and grass surfaces, and coordinate lab pickup of soil samples.

Attend initial soil sampling to identify boring locations and direct the on-site geophysical survey subcontractor to clear borings and well locations while field crew is prepares to core through concrete/asphalt surfaces and collect soil samples. Designate IDW staging areas.

Request laboratory sample kit (soil, groundwater, and IDW sampling) and prepare the bottles for sampling
