Proposal for Annual Groundwater Monitoring and Reporting 3-D Oil Distribution Facility (Former), ERIC_5549 ■ South Daytona, FL November 17, 2022 ■ Terracon Proposal No. PH1227B87
PROJECT INFORMATION
The former 3-D Oil Distribution site is an approximate 0.6-acre fenced parcel of land owned by the City of South Daytona. The site is vacant and is currently used for vehicle and equipment storage.
The facility was operated as a bulk gasoline and diesel fuel distribution facility circa 1930s to approximately 2007. A due diligence assessment conducted in December 2010 identified the presence of five (5) fuel aboveground storage tanks (ASTs) and associated piping, a 55-gallon drum of petroleum “sludge” and a used oi filter on site. Subsequent site assessment activities conducted in November 2011 indicated the presence of petroleum impacted soil and groundwater in addition to metals in on-site groundwater. Additional site characterization continued through April 2012 to define the general horizontal and vertical extents of petroleum contamination. In 2014, source removal activities included dewatering and removal of approximately 255 tons of petroleum-impacted soil.
Supplemental assessment activities conducted in 2016 were followed by groundwater quality monitoring events. A 2019 Supplemental Site Assessment included review of a historic trend analyses which suggested that natural attenuation has been effective. However, data from one well (MW-15) indicated that the plume extends off-site. Biannual monitoring events were conducted through 2020 and an annual monitoring event was completed in 2021. Historical trend analyses were updated in 2021 and indicated that a majority of the wells had no trend, however statistically significant downward trends were noted for MW-1 (naphthalene) and MW-11 (xylenes). No increasing trends were observed for any of the analytes.
A summary of the monitoring wells proposed for annual groundwater quality monitoring is provided below.
Future active remediation is being considered for the site and is pending funding availability and anticipated for Fiscal Year 2023.
