About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Terracon Consultants, Inc. for environmental investigation services at Corman's Cleaners, a drycleaning facility located at 3464 SE Dixie Highway in Stuart, Martin County, Florida. The Task Assignment, numbered DC024B under Contract HW687, was executed on March 15, 2023, and is managed by FDEP Contract Manager Dean Cox and Terracon's Project Manager Donna Cline, a Senior Remediation Engineer. The contract is structured as an indefinite delivery vehicle under the state's Waste Cleanup Program.

The Task Assignment authorizes Terracon to conduct a Modified Active Gas Survey (MAGS) test and associated soil sampling at the contaminated drycleaning site to determine if contaminated soil remains beneath the facility and whether an in-situ remediation or soil vapor extraction system is needed. The scope of work includes five MAGS wells installed to four feet below ground surface, soil sampling at multiple depths, investigative derived waste management, and preparation of a final report. The total fixed unit rate cost is $18,969.76, representing a 15% reduction from the original $22,364.69 proposal. The compensation structure includes direct labor costs of $9,697.51, overhead charges of $4,131.75, fringe benefits of $2,003.90, travel expenses of $1,140.00, subcontractor costs including drilling at $3,399.00, laboratory analysis at $2,585.00, field expenses of $1,178.50, and a completion fee of $969.75. The deliverable consists of a comprehensive MAGS Test Report due May 31, 2023, with payment of the full $18,969.76 contingent upon FDEP approval of the report. Site access was confirmed current at execution, and the work was completed under the state's indefinite delivery contract mechanism with Terracon.

Memorandum

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC024B Corman’s Cleaners (ERIC_4924) MAGS Test

DATE: 3/15/23

This TA authorizes costs for a MAGS test and associated soil sampling. The total cost of this TA is $18,969.76 and this entire amount is fixed unit rate. This TA was negotiated -the total cost is $3,394.93 or 15% less than originally proposed. Site access was confirmed current.

This test was recommended by the WSCS PG and the need for this test was confirmed by the WSCS PE. This is a repeat test - the need for the test was based on some elevated MAGS readings in the SAR, despite all soil samples below CTLs. The WSCS PE also reviewed the TA proposal and did not have any comments. One groundwater monitoring well in the source area has been the only well above a GCTL (PCE), and it was confirmed above the PCE GCTL again in 2023 (at about 7 ug/L). This test is designed to determine if there is contaminated soil remaining beneath the drycleaner and/or to determine if an ISR/SVE system is needed.

Task Assignment HW687 Terracon Proposal No. PHB227009

Dear Mr. Cox:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct a Modified Active Gas Survey (MAGS) Event for Cormans Cleaners (ERIC_4924) located at 3464 SE Dixie Highway, Martin County, Florida. The objective of this MAGS sampling event is to determine if there is a contaminated soil mass that is contributing to the PCE exceedance in Interior well MW001. Terracon recommends that the recently proposed groundwater sampling event be conducted prior to the implementation of this MAGS event to verify the slight exceedance of tetrachloroethylene (PCE) of 3.69 (micrograms per liter) µg/L in

MW001.

Scope of Services

Subtask 1. Project Management Subtask 2. Modified Active Gas Survey (MAGS) to include installation of five 2-inch diameter MAGS wells, OVA screening of soils, and collection of soil samples for VOH analysis.

Subtask 3. Investigative Derived Waste Management Subtask 4. Preparation of Letter Report

See attached LOE for details

Proposal for Soil Investigation and MAGS Testing Cormans Cleaners, ERIC_4924 ■ Stuart, FL November 22, 2022 ■ Terracon Proposal No. PHB227009

SCOPE OF SERVICES

Subtask 1 – Project Management

Shawn Ouellette P.G. will serve as the Project Manager during the field investigation. Donna Cline P.E.

will be involved throughout the project, serving as Authorized Project Reviewer.

Subtask 2 – Soil Sampling and Modified Active Gas Survey

Pre-Task Planning will be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan.

Modified Active Gas Survey (MAGS)

MAGS will be conducted by Terracon using a regenerative blower connected to a portable power generator. The purpose of conducting the MAGS investigation is to determine whether soil impacts exist from the former Cormans Cleaners that are less likely to be detected using traditional (discrete) soil sampling techniques. MAGS involves the extraction and analysis of air from a well screened through the unsaturated soil column and collecting vacuum and flow measurements from the extraction well and adjacent wells.

As discussed during a conference call with Dean Cox and Robert Huckabee, P.E., FDEP, Terracon is proposing to install 5 MAGS wells at the Cormans Cleaners site. Each MAGS well will be installed to a total depth of 4 feet below land surface (bls) (notably, this depth may be field adjusted depending on the depth to water at the time of drilling). Three of the MAGS wells will be installed within the interior of the facility and two MAGS wells will be installed in the exterior of the facility in proximity to the back bay door. The five MAGS wells will be constructed with a 3-foot section of Schedule 40 PVC, 2-inch diameter, 0.020 slotted screen flush threaded to a 1-foot section of PVC riser. The MAGS wells will be filter packed with ¼ inch pea gravel to 1 foot bls followed by a thin layer of fine sand and a hydrated bentonite layer. The MAGS wells will be completed with a grout seal to about 4 inches bls. A filter sleeve will be placed around the well screen to filter fine materials from entering the well screen.

Terracon will collect soil samples via hand-auger at the 5 proposed MAGS locations as shown on the attached Exhibit 1. Terracon will collect soil samples from 0.5 ft, 2 ft, and 4 ft bls for photo ionization detector (PID) screening and to submit for laboratory analysis. Terracon has contracted with Preferred Drilling Solutions to perform the concrete coring and installation of the MAGS Wells and Eurofins Environmental laboratories for the soil analytical and soil gas analysis. At the terminus of the MAGS event, the MAGS wells will be patched with a layer of fast setting concrete patch for potential use at a later time.

Modified Active Gas Survey (MAGS) Testing Terracon will connect the vacuum extraction system to each MAGS point individually and soil gas will be extracted from each point for a maximum of 90 minutes. Applied vacuum, flow rate and photo ionization detector (PID) readings will be continuously monitored and periodically recorded during the extraction period. Vacuum influence measurements will also be periodically collected from surrounding MAGS points to evaluate the radius of influence of each extraction point. A step test will be conducted at the first test location to determine an appropriate default vacuum to apply to the rest of the MAGS points. A soil gas sample will be collected from each MAGS point at the end of the extraction period for analyses by Eurofins. A summary of MAGS operational data will be provided in a brief letter report.

Proposal for Soil Investigation and MAGS Testing Cormans Cleaners, ERIC_4924 ■ Stuart, FL November 22, 2022 ■ Terracon Proposal No. PHB227009

Subtask 3 –Investigation Derived Waste

Decontamination activities will take place at a designated staging and laydown area. The soil cuttings and water IDW will be containerized in 55-gallon drums and staged on-Site at a designated location.

It is estimated that 2 drums of IDW will be generated in Subtask 2 and the transportation and disposal costs for the drums are included under Subtask 3.

Terracon recommends subcontracting Erwin Remediation, Inc. (Erwin) for IDW transportation and disposal. Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of

FDEP.

Subtask 4 –Letter Report

Terracon will prepare a Letter Report that will detail and summarize the MAGS activities, field observations, and results of soil and soil gas analysis and will include data tables and exhibits of soil and soil gas concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities, if needed.

SCHEDULE

It is estimated that the drilling activities may be completed within a 20-day period. Daily updates of activities will be uploaded within 24 hours on the Terracon website Compass, to allow FDEP access to the site activities, and soil and soil gas analytical and investigative results. Terracon anticipates the deliverable of MAGS investigation activities within 30 business days of receipt of analytical results.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 561-689-4299/813-221-0050.
