Proposal for Annual Groundwater Monitoring and Reporting

Corman Cleaners | Stuart, Martin County, Florida 34997

May 16, 2025 | Terracon Proposal No. PHB257020

Facilities | Environmental | Geotechnical | Materials

Schedule Delivery of Annual Groundwater Monitoring Report within 20 business days following receipt of laboratory results.

Compensation See attached CEF for details

Scope of Services

During the July 2024 sampling event, groundwater laboratory analysis reported PCE in the groundwater sample collected from interior monitoring well MW001, screened 4 to 9 feet below ground surface (bgs), at a concentration of 25 micrograms per liter ( g/L) for PCE.

This concentration represents an increase above the 7.2 g/L PCE reported in MW001 during the December 2022 sampling event conducted by Terracon and is the highest PCE concentration reported to date.

Based on review of the historical data, the PCE concentrations reported in MW001 appear to be fluctuating with seasonal variations in groundwater elevations which may indicate a source within the screen interval is still present and contributing to these exceedances.

1,1-dichloroethene (1-1 DCE) was detected in intermediate monitoring wells MW010 and MW012 above GCTLs, however the detection is likely related to an off-site plume that was investigated by the FDEP Site Investigation Section (SIS). All remaining volatile organic halocarbons (VOHs) were reported below the method detection limit (MDL) or the respective Groundwater Cleanup Target Level (GCTL) for the July 2024 sampling event. Terracon recommended continued annual groundwater monitoring of shallow monitoring wells and piezometers MW001, MW015, MW016, and PZ003, and to revisit the vinyl chloride and 1,1- DCE (offsite source plume) and potentially approach SIS for additional funding to investigate this plume.

This sampling event represents the baseline event before SVE installation and system start

up. The TA DC024E to implement the SVE install was authorized and is scheduled for construction.

Deliverables

The Groundwater Monitoring Report will detail and summarize the sampling activities, field data, and include tables and updated exhibits. Conclusions and recommendations will include a summary of results and recommendations for future sampling or additional investigative assessments.
