1.0 PROJECT INFORMATION

The School Board of Broward County - Plantation site is an approximate 13.06-acre parcel of land located at the SE Corner of south Hiatus Rd and west Broward Blvd, Plantation, Broward County, Florida (hereinafter, referred to as the site). The site is comprised of two land parcels identified as Broward County Property Appraiser’s office (BCPAO) parcel identification numbers 5041-07-15-0020 (11.87 acres southern portion) and 5041-10-70-0140, (1.19-acre northern portion) The site is located in Section 7, Township 50 South, and Range 41 East. The approximate latitude/longitude coordinates of the site are N: 26° 7' 10.68" / W: -80° 17' 43.61".

The site is currently vacant land and is present as a cleared maintained grassed field with 2-to-3-foot undulations observed in certain areas.

Historically, the site was part of a larger agricultural area that was utilized to cultivate row crops from approximately 1968 to 1999. The site also contained a maintenance/equipment storage/staging area in its northwestern portion and a drainage canal previously transected the entire northern parcel along its frontage with west Broward Blvd.

The review of historical reports and analytical data indicate the presence of arsenic and toxaphene at concentrations in soil above the SCTLs and arsenic concentrations in groundwater above the GCTL.

The extents of soil and groundwater impacts have yet to be satisfactorily delineated. The identified areas are believed to be related to the former row crop agricultural operations and an associated maintenance structure formerly located in the northwest portion of the site. This proposal is based on the EPA and FDEP signed and approved QAPP for the project site received September 13, 2023.

2.0 SCOPE OF SERVICES

Based on prior discussions via phone and email, the proposed scope of services consists of five subtasks involving Project Management, background soil sampling, soil boring and monitoring well installation, groundwater sampling, IDW management and producing a Supplemental Site Assessment Report:

Subtask Description

Subtask 1: Project Management This scope is provided for in the template worksheets

December 10, 2024 Terracon Proposal No. PHB247047

Subtask Description

Subtask 2. Soil and Groundwater Sampling and Analysis, Utility Survey

Prepare Right Of Way permit and oversee utility survey.

Install (3) soil borings to a depth of 6 feet bgs and collect soil samples at 0-0.5-, 0.5-2- and 2–4-foot depth bgs in the Right Of Way of Broward Blvd. A single location will require concrete coring and a utility survey will be necessary. In addition we will utilize the Utility survey contractor to look for the potential anomalies and former irrigation well. Analyze the 0 to 0.5, 0.5-2 and 2 to 4 ft bgs depth intervals for Organochlorine pesticides (OCP) by EPA Method 8081.

Collect 5 groundwater samples for laboratory analysis by EPA method 6020 for arsenic (GP-2, MW-100, MW-300D, DMW-1, MW- 203I). The analysis will be performed using a NELAC approved laboratory.

Subtask 3. Soil Boring Installation, Monitoring Well Installation, Groundwater Sampling and Analysis

Supervise installation of one intermediate monitoring well to 21 ft bgs constructed of 1-inch dia. PVC riser with 5 ft of 0.006-inch slotted screen and 30/65 grade sand filter pack. Additionally, install one deeper surficial zone monitoring well to 50 ft bgs constructed of 2-inch dia. PVC riser with 5 ft of 0.006-inch slotted screen with a 30/65 grade sand filter pack. Aboveground stickups. Complete newly installed wells with a 2’x2’ pad and a 4”x5’ aluminum stickup.

Install (2) confirmation soil borings (1) at SB-117 and (1) at SB- 118 and confirm the OCP exceedances within the 2-4 ft bgs interval and potentially collect additional samples and hold for SPLP analysis. Install (4) soil borings at SB-106, SB-107, and SS-19 collect soil samples from the 4-6, 6-8 and 8-10 ft bgs depth interval (or to the top of the groundwater table) and analyze for arsenic by EPA Method 6020 to determine the vertical extent of arsenic in this area and to evaluate the remedial options of soil blending.

Collect 2 groundwater samples from the newly installed wells for laboratory analysis by EPA method 6020 for arsenic and EPA Method 8081 for OCP. The analysis will be performed using a NELAC approved laboratory.

Subtask 4. IDW Management Coordinate the collection and disposal of up to 6 drums investigation derived waste (IDW)

Subtask 5. Supplemental Site Assessment Report

Prepare a Supplemental Site Assessment Report with site history, methodology, conclusions, recommendations, tables, sample locations and concentration exhibits, sealed by a Professional Geologist. Extra time is allotted to for three one hour stake holder meetings

3.0 SCHEDULE

It is estimated that the supplemental site assessment can be implemented by January 2025, or earlier based on the subcontract drilling schedule. A Supplemental Site Assessment Report can be issued within 30 business days of receipt of laboratory analytical results.

Subject: Proposal to Perform a Utility Designation Study

Waste Cleanup Program , Florida GeoView Proposal Number: 10467p

Ms. Greller, The purpose of this letter is to transmit a proposal to complete a geophysical investigation at the subject site. This proposal is in response to your request for proposal made during your recent conversations with our office. GeoView, Inc.

appreciates the opportunity to provide our services on this project. We look forward to hearing from you soon.

Sincerely, GEOVIEW, INC.

Christopher Taylor, P.G.

Vice President Florida Professional Geologist Number 2256 Enclosure

Proposal This document shall serve as a proposal for work to be performed by

GeoView, Inc. for Terracon.

Description of Site

The project is referred to as the Waste Cleanup Program and will be located at various sites throughout Florida. The purpose of the geophysical survey will be to determine the location of underground within designated areas of the project sites.

Scope of Work The geophysical survey will be conducted using ground penetrating radar

(GPR) and conventional electromagnetic (EM) pipe and cable locators. The GPR survey will be conducted using either a Mala and/or a GSSI GPR system. The appropriate GPR antenna configuration and time range and processing parameters will be determined in the field by the project manager.

The EM survey will be performed using a Radiodetection RD (8000, 8100 or 8200) system. As appropriate, the EM survey will be conducted using both passive and active modes. The passive mode is used to find cables and conduits carrying live power (50-60 Hz) and communication (29-33Hz) signals. For the active mode survey, a current is transmitted directly or broadcast into using electromagnetic induction a metal pipe or conduit and the path of the pipe/conduit is identified by following the signal with a portable receiver. The active mode is used to trace out cast iron pipes, metal water and sewer lines, utilities that have trace wires, and inactive power and communication lines.

Based on information provided by Terracon, it does not appear that the work at any of the sites will require MOT (traffic calming efforts). This proposal does not include the costs for the design or implementation of an MOT program.

If requested GeoView can provide vacuum excavation services to determine the exact horizontal location, depth, outside diameters and material type of specific underground utilities of any utilities identified at the project site. The vacuum excavation will be performed using the Vermeer CV573GT vacuum excavation system. It is noted that the vacuum excavation equipment used by GeoView can only identify utilities above the water table or to a maximum depth of 7 to 8 ft in unconsolidated soils. It will not be possible to confirm (using vacuum excavation) the presence, location or depth of utilities that are located below these depths or in consolidated soil/rock. This proposal does not include the vacuum exaction services.

Presentation of Results The location and estimated depths of underground utilities or any other identified structures shall be indicated on the ground surface using spray paint or other methods as specified by Terracon. No report shall be prepared.

Compensation Cost to complete the survey will be be based on a ½ and full day rates with additional mobilization charges to certain regions of the state.

½ day rate: $900 Full day rate: $1300 Additional Mobilization charges o Near Tampa, Orlando, Ocala, Jacksonville and Miami: $0 o Tallahassee Area: $500 o Pensacola Area: $1000 o Naples Area: $400 o Florida Keys: $500

If a scaled AutoCAD site map is required to document the study results, an additional fee of $200 will be added. This price is inclusive of all charges associated with the project. Unless otherwise agreed upon, GeoView shall be compensated for all services within 30 days of invoice date. GeoView shall be paid in full regardless of whether the results of the geophysical survey are what Terracon anticipated. If it is determined during the survey that the geophysical survey will not achieve the objectives of the project, Terracon will immediately be notified. If a decision is made to discontinue the survey, only charges for time and materials costs to that point will be submitted.

These prices are based upon GeoView being able to access the site during normal business hours, Monday through Friday. It is also based upon the assumption that no site-specific training or drug testing will be required. If there are any such requirements, additional costs will be incurred.

Requirements of Client Terracon will provide a scaled map and digital file, if available, of the project site showing the boundaries of the project site, areas of specific concern and pertinent landmarks. Terracon will also supply all available information regarding the presence and history of underground utilities at the project site (see limitations for further discussion). Unless otherwise requested, Terracon will be responsible for the coordination of site access, traffic control, clearing of onsite obstructions or any other logistical consideration necessary to conduct the survey.

If any test drilling, monitor well installation or other excavation activities are planned it will be the responsibility of Terracon to submit a notification (dig ticket) to the appropriate 811 One-Call agency. It is recommended that such notification be filed sufficiently in advance so that GeoView will have the opportunity incorporate the 811 findings into their results.

Limitations The objective of the geophysical survey is to determine the presence and configuration of underground utilities. However, the geophysical response of these features may be highly complex depending upon on the physical characteristics of the underground utilities, the electrical properties of the surrounding soils, the depth of burial of the utilities, and the proximity of the utilities to each other.

GeoView shall conduct the geophysical survey using the most “up-to-date” geophysical equipment in a manner consistent with the level of care and skill ordinarily exercised by members of the geophysical profession practicing in the same locality under similar conditions. GeoView’s utility locating personnel are all certified GPR and conventional pipe and cable locator operators with extensive in-house training.

It is acknowledged that GeoView is not an 811 Sunshine One-Call or equivalent utility mark-out service. GeoView does not have access to any utility-related records for either public or private properties. It is the responsibility of Terracon to obtain such records and provide to GeoView prior to the site investigation. GeoView will use these records during the site investigation and report to Terracon any utilities that are shown on the site records but cannot be confirmed by GeoView. GeoView will not mark on the ground surface any utilities which it cannot confirm.

GeoView shall only be liable for the successful locating of underground utilities or any other underground structures whose presence is both known and indicated on site maps to be provided prior to the performance of the geophysical survey. Every attempt will be made to locate both known and unknown utilities within the survey area. However, GeoView will only be liable for utilities whose presence is known prior to the survey. Terracon accepts that due to the inherent limitations of non-intrusive geophysical technologies GeoView cannot be held liable for damages to utilities that cannot identified using non-intrusive technologies.

Terracon accepts that a non-intrusive utility designation study does not replace the need to employ widely accepted industry safety standards for subsurface work. Concerning the installation of well or test borings this standard of care includes post-holing or hand auguring at the planned test locations to the minimum depth at which underground utilities are anticipated at the project site. If absolute confirmation is needed to a specified depth that underground utilities are not present at a planned work location GeoView can provide vacuum excavation services. Pricing for such services is available upon request.

When Terracon is working around indicated utilities, a minimum of 2 ft clearance from either side of the marked utility will be maintained. Unless otherwise indicated, a minimum vertical clearance of +/- 20 percent of the indicated depth shall also be maintained. Terracon maintains the responsibility for manually exposing any indicated underground utility for absolute confirmation.

Authorization and scheduling of the project is considered acceptance of these terms and conditions.

Other Terms and Conditions Per Master Services Agreement with Terracon.

General Description of Geophysical Methods Ground Penetrating Radar (GPR)

The GPR survey will be conducted using a Mala or GSSI GPR system. The survey will be conducted with either a 500, 400 or 250 mega-Hertz antenna. The appropriate antenna will be determined in the field by the project manager. GPR will be able to provide both the position and estimated depth of both metallic and non-metallic underground utilities.

The ability of GPR to resolve a particular utility will be controlled by the following factors: 1) Depth of penetration of the GPR signal, 2) Depth of burial and diameter of the underground utility and 3) Electrical contract between the underground utility and the surrounding soils and 4) The complexity of the utility layout at the site. Due to one or a combination of these factors the GPR may not be able to identify all the utilities at the site. The diameter or composition of utilities cannot be accurately determined using GPR, though can be estimated. Estimates of burial depth are typically accurate to within +/- 20 percent, more accurate depths are possible if invert elevations for some on-site utilities are known.

Conventional Electromagnetic Pipe and Cable Locators

A Radiodetection System is used to locate underground utilities using conventional means. The system consists of a dual-function receiver and transmitter. The receiver can be operated in two modes: active and passive. In the passive mode the receiver detects the presence of underground utilities that are energized by a 60-Hertz or other known frequency. These utilities can either be those actually carrying electrical power or those utilities that are both metallic and sufficiently close to the electrical lines to have an electrical field induced within them.

In the active mode, the transmitter deliberately induces an electrical current into the utility. The frequency of this field can be varied from 512 Hertz to 200 kilohertz. The electrical field is induced using a transmitter which is either directly attached to the utility, placed on or above the utility or attached to an induction coil which is placed around the utility. Depths of underground utilities can be determined when the EM equipment is being used in the active mode. Depths are typically accurate to within 10-15 percent of the total utility depth.
