A Phase I Environmental Site Assessment (ESA) was conducted in December 1995 in which two underground storage tank (UST) systems located within the western parking area were considered a Recognized Environmental Condition (REC). A Preliminary Contamination Assessment Report (PCAR) was subsequently completed in March 1997. This investigation included the collection of eight soil and two groundwater samples. The PCAR identified several contaminants of concern (COCs) associated with petroleum hydrocarbons above the applicable soil and groundwater Florida Department of Environmental Protection (FDEP) Cleanup Target Levels (CTLs). A recommendation was made to conduct further assessment to determine the extent of the contamination and determine the appropriate remedial action to address the identified contamination. These findings of these reports were mentioned in the more recent due diligence documents. Terracon was not provided and did not review these documents in their entirety.

June 24, 2025 Terracon Proposal No. PEQ257222

Facilities | Environmental | Geotechnical | Materials 3

An additional Phase I ESA for the site was completed on July 29, 2021. This report summarized the findings of the prior environmental assessment discussed above. Two previously used storage tank areas were identified as a REC and stained concrete surrounding a waste oil aboveground storage tank (AST) as a Business Environmental Risk

(BER).

A Phase II ESA was then completed in September 2021, which included the collection of ten soil samples from fifteen soil borings along with groundwater sample collection from two temporary monitoring wells situated near the UST areas. The results from the limited soil assessment identified arsenic above the Residential Soil Cleanup Target Level (SCTL). The groundwater results identified benzene, toluene, 2-methylnaphthalene, ethylbenzene, xylene, and naphthalene above the respective Groundwater Cleanup Target Level (GCTL) at TMW-1 near the southern property boundary. The latter three petroleum COCs were reported above the Natural Attenuation Default Concentrations (NADCs). Multiple recommendations were provided, which included the removal of the USTs, source removal of impacted soil, and/or installation of offsite monitoring wells.

In 2023 the site was designated as a Brownfield Site and is further identified as Brownfield Site Identification Number: BF160001029 and the current property owner was identified as the Person Responsible for Brownfield Site Rehabilitation (PRFBSR) and entered into a Brownfield Site Rehabilitation Agreement (BSRA).

In May of 2023, Terracon was contracted by the property owner, to complete a Site Assessment Report (SAR) in accordance with Chapter 62-780 of the Florida Administrative Code (FAC). The Data Quality Objectives (DQOs) for the site were based on the proposed redevelopment plans and presumptive remedies to address the groundwater impacts. The 2023 DQOs included the assessment of soil and groundwater quality based on the historical use and known media impacts of the site in general accordance with applicable state rules, guidelines, and procedures. Based on the above, the following DQOs were developed and completed for the SAR:

DQO - Conduct a geophysical survey to determine if and where the registered, closed in place USTs are on site.

Completed Objective - The geophysical survey completed in May 2023 identified one suspected UST next to the site building which was measured approximately 4 feet by 8 feet in plan dimension and located at a depth of approximately 1 to 3 feet bgs. The geophysical survey also identified two suspected USTs in western parking lot of the site. The suspected USTs were approximately 5 feet by 12 feet in plan dimension and located at a depth of approximately 3 to 4 feet bgs.

Completed Objective - Closure (in accordance with Chapter 62-761.800, FAC) of the UST located next to the site building was completed in March 2024.

June 24, 2025 Terracon Proposal No. PEQ257222

Facilities | Environmental | Geotechnical | Materials 4

DQO - Conduct a public well and private well survey.

Completed Objective - The well survey indicated there are no public supply wells located within a ½-mile radius and domestic water wells within a ¼-mile radius of the Site.

DQO - Collect soil samples from multiple borings across the site and near the USTs for analysis of polycyclic aromatic hydrocarbons (PAHs) (i.e., benzo(a)pyrene toxicity equivalents (BaP TEQ)), benzene, toluene, ethylbenzene, xylene (BTEX/MTBE) and total recoverable petroleum hydrocarbons (TRPH) impacts in soil across the site at the following depths: 0.5, 2, and 4 ft below ground surface (bgs), and at subsequent 2-ft intervals to the static water table.

Completed Objective - Site soils primarily consisted of tan fine grain sand from the ground surface to the depth of approximately 3 feet bgs where orange and gray clay was then observed through 5 feet bgs.

Completed Objective - Twelve soil samples were collected within proximity of the USTs across the site which identified TRPH above the residential SCTLs and TRPH above the leachability SCTL based on groundwater criteria. These exceedances were reported in the north-central portion of the site near the USTs within the western parking lot.

Completed Objective - The results of soil sampling also identified ethylbenzene and total xylenes at above the leachability SCTL based on groundwater criteria. These exceedances were reported near the UST next to the site building.

Completed Objective - Following the single UST closure activities, ethylbenzene, total xylenes, naphthalene, and 1-methylnaphthalene were reported in soil above the leachability SCTL based on groundwater criteria in the UST excavation base sample, additionally TRPH was reported above the residential SCTLs in this same sample.

DQO - Confirm and delineate groundwater quality on the site based on historical use and previously investigated areas.

Completed Objective - The site’s depth to water ranged from approximately 5.08 ft to 5.75 ft within the shallow groundwater table of three permanent monitoring wells installed at the site.

Completed Objective - 2023 Groundwater samples identified TRPH, 1-methylnaphthalene, and 2-methylnaphthalene concentrations above the applicable GCTLs and naphthalene, benzene, ethylbenzene, toluene, and total xylenes above the NADCs on site and within shallow groundwater table at one of three permanent monitoring wells onsite. These exceedances were reported near the UST located next to the site building.

Similar exceedances were also reported in 2024 TMW-1 during the single UST closure activities which is upgradient to MW-3. Concentrations above the NADC will require the implementation of active remediation.

June 24, 2025 Terracon Proposal No. PEQ257222

Facilities | Environmental | Geotechnical | Materials 5

Before the SAR could be completed, assessment work was cancelled due to lack of financial capabilities by the site owner.

In August 2024, Terracon and the site owner applied for the TBA/SSA grant opportunity.

On April 2, 2025, FDEP approved the owner’s application for further assessment and cleanup of this site. This following scope has been prepared and based on the April 29, 2025 meeting held between the FDEP site managers and Terracon project team in order to perform additional boundary sampling for onsite soils and provide both an update to current onsite monitoring well data, as well as vertical extent profiling of the onsite groundwater impacts and horizontal extent profiling the north, west and east portions of the site ( including underneath the building) and offsite extent profiling to the south and possibly east of the site within City of Jacksonville Right-of-ways. The goal of this study is to obtain data as initial remedial planning tool for additional assessment and cleanup approaches to be implemented supporting future community improvement initiatives and proposed redevelopment goals of this site.

SCOPE OF SERVICES

Based on the April 29, 2025, meeting held between the FDEP site managers and Terracon project team, the proposed scope of services consists of four subtasks involving Project Management, developing a QAPP and HASP, two-days of soil sampling, one-and-a-half days of groundwater monitoring well installation using the Geoprobe Direct Push Technology (DPT) method, one day of sampling groundwater, and producing a Site Assessment Report:

Mobilization to the site for two days.

Terracon will supervise geophysical survey of all proposed soil boring and monitoring well locations

Terracon will perform soil sampling at ten (10) locations along the site boundaries, near the onsite USTs, and former painting operations (two of which are within the building). Soil samples will be collected for field screening using an Organic Vapor Analyzer with photoionization detector (OVA-PID) approximately every 1 foot below ground surface (ft bgs) at the following intervals: 0- 1 ft, 1-2 ft, 2-3 ft, and 3-4 ft bgs. The static water table is anticipated at approximately 5 ft bgs. Soil samples will be collected from the intervals, 0.5 ft bgs, 2 ft bgs, and 4 ft bgs at each of the boring locations for laboratory analysis.

The proposed soil sample locations are provided in Exhibit 1.

The soil samples will be analyzed for the following parameters, Total Volatile Organic Compounds (VOCs) including the aromatics and the halogens by EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270SIM, the eight RCRA Metals by various EPA Methods and Total Recoverable Petroleum Hydrocarbons (TRPH) by FL PRO at the five soil borings (SB003, SB007, SB008, SB009, and SB010) located near the USTs and the painting areas.

The soil samples will be analyzed VOCs by EPA Method 8260 and TRPH by FL PRO at the five perimeter boring locations (SB001, SB002, SB004, SB005, and SB006) where detections exceeding the SCTL were identified in the vadose zone samples collected during the UST removal activities. The analysis will be performed using a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory.

The TRPH sample aliquot will be enough to provide a sample to be analyzed for TRPH Fractions using the TPHCWG Method, if necessary. In addition, a 25-gram Encore Sampler will be used to collect a sample at each location (left on hold) for possible synthetic

Subtask Description precipitation leaching procedure (SPLP) analysis by EPA Method 1311 in the samples where VOC and/or PAH parameter(s) exceed the SCTLs. Terracon will select and notify the FDEP of the appropriate samples for SPLP VOC analysis and have the laboratory complete the SPLP VOC analysis. This additional analysis will be considered a Work Change Directive/Task Assignment Change Order.

Management of investigative derived waste (IDW).

Subtask 3. Lithologic Soil Boring and Monitoring Well Installation

Mobilization to the site for two days.

Terracon will obtain City of Jacksonville ROW permits for the west side of N. Market Street and the south side of E. 14th Street for installation of permanent monitoring wells and establishing a traffic control plan. Traffic control plan to be issued as a WCD, pending authorization from City of Jacksonville.

Terracon will supervise a drilling subcontractor during installation of one lithological profile boring advanced to approximately a depth of 50 feet bgs collecting continuous soil samples using a Geoprobe DPT.

Terracon’s geologist will be on-site to describe the lithology. The boring will be abandoned upon completion. Terracon will also oversee the installation of four (4) shallow zone monitoring wells using a Geoprobe DPT. The monitoring wells will be located on the west Market Street ROW, south E. 14th Street ROW, and west and north (on the subject property) from location of the UST that was previously removed.

The shallow zone monitoring wells will be installed to approximate depth of 15-feet below ground surface (bgs). Proposed locations are provided in Exhibit 2.

Subtask 4. Groundwater Monitoring Well Installation and IDW Sampling

Mobilization to the site for one day.

Terracon will collect groundwater samples from the three existing and four newly installed monitoring wells, in accordance with the FDEP SOPs, dated January 2017 (effective April 16, 2018), for laboratory analysis including the following parameters, VOCs including the aromatics and the halogens, PAHs, the eight RCRA Metals and TRPH. The analysis will be performed using a NELAC approved laboratory.

Based on review of the preliminary groundwater results, Terracon will determine if an Initial Notice of Contamination (INOC) beyond property boundaries package needs to be completed and prepare a Work Change Directive/Task Assignment Change Order to complete the package so the 10-day notification deadline can be met by the FDEP.

Collecting waste characterization samples from the IDW drums. The liquid IDW will be analyzed for the full list VOCs, and RCRA metals and the soil IDW will be analyzed for toxicity characteristic leaching procedure (TCLP) extraction for the full list VOCs, TCLP eight RCRA metals. Assuming the waste is non-hazardous, the drums will be transported to an approved facility for disposal or treatment.

Subtask 5. Site Assessment Report

Prepare a Site Assessment Report with site history, methodology, conclusions, recommendations, tables, sample locations and concentration exhibits, sealed by a Professional Engineer

SCHEDULE

It is estimated that the QAPP and HASP can be submitted within 10 business days of authorization and the soil sampling, monitoring well installation, and groundwater sampling, can be implemented once the ROW permits and drilling subcontractor have availability, anticipated for the middle of July 2025. A Site Assessment Report can be issued within 30 business days of receipt of laboratory analytical results.
