About this file

This is a Task Assignment (TA) issued under Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The TA authorizes groundwater sampling and analysis services at the Dadeland Cleaners site located at 8695 South Dixie Highway, Miami, Miami-Dade County, Florida (ERIC_4461). Gabriel Sostre serves as the FDEP Project Manager, while Donna Cline represents Terracon as the contractor's project manager. The Task Assignment was effective June 13, 2025, with a completion date of September 19, 2025.

The scope of work consists of three subtasks: Subtask 1 encompasses project management costs calculated at 13 percent of direct labor from remaining subtasks; Subtask 2 involves volatile organic hydrocarbon (VOH) groundwater sampling from three of seven existing monitoring wells (MW103, MW105, MW107) using EPA method 8260, water level measurements from all seven wells, and preparation of a monitoring report with updated tables, charts, and graphs; Subtask 3 includes combined PFAS groundwater sampling from all seven existing monitoring wells and piezometers with results compiled and submitted to FDEP. The total Task Assignment value is $11,770.74, comprised of $7,141.84 for Subtasks 1 and 2 and $4,628.90 for Subtask 3, both contingent upon FDEP approval. Deliverables are due August 15, 2025, and the contract operates on a fixed unit rate basis with 77.13 total labor hours allocated to the assignment. Three waste disposal quotes were obtained from Erwin Remediation ($545.00 for IDW disposal), Common Ground Environmental Inc. ($565.50 estimated total), and Clean Earth Environmental Solutions Inc. ($2,832.00 estimated total).

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to Florida Department of Environmental Program (FDEP) Waste Cleanup Section to conduct Annual Groundwater Monitoring and Reporting Services at the former Dadeland Cleaners (ERIC_4461), located at 8695 S Dixie Hwy, Miami, Miami-Dade County, Florida.

Scope of Services

Groundwater Monitoring services to include:

Subtask 1 - The costs associated with this subtask are calculated automatically at 13% of the direct labor costs of the remaining subtasks;

Subtask 2 - Field task planning and preparation, update health and safety plan for combined PFAS and VOH groundwater sampling; Mobilize to site, perform groundwater sampling in three (3) of the seven (7) existing monitoring wells (MW103, MW105, and MW107) for VOHs analysis by EPA method 8260; Collect depth to water level measurements from the seven (7) existing onsite monitoring wells;

Subtask 3 - Combined PFAS groundwater sampling to include all of the seven (7) existing onsite monitoring wells and piezometers.

Proposal for Annual Groundwater Monitoring and Reporting Dadeland Cleaners ERIC_4461 | Village of Pinecrest, FL June 12, 2025, | Terracon Proposal No. PHB257018

Review data and prepare an Annual Groundwater Monitoring Report and PFAS Groundwater Sampling Report deliverables to include tables, lab report, exhibits and field notes. See attached LOE for details.

Schedule Annual Groundwater Monitoring Report and PFAS Groundwater Sampling deliverable to be submitted within 20 business days following receipt of laboratory results.

Compensation See attached CEF for details.

SITE HISTORY

Recent site assessment activities were reported in a Groundwater Monitoring Report, dated January 31, 2023, prepared by Terracon and a PFAS Screening Report, prepared by Terracon, dated December 7, 2022. A summary of the findings is provided below:

Groundwater laboratory analysis reported volatile organic halocarbon (VOH) concentrations below the applicable groundwater cleanup target levels (GCTL) in four of the seven monitoring wells sampled (MW101, MW102D, MW104 and MW106). Notably, PCE was detected in monitoring well MW101 at 2.9 micrograms per liter (µg/L), monitoring well MW107 at 2.6 µg/L and MW-106 at 0.54I µg/L; which is slightly below the 3.0 µg/L GCTL prescribed for PCE. All other COIs were below the laboratory method detection limits (MDLs).

During the January 2021 sampling event conducted by Tetra Tech, monitoring well MW107 had a reported detection of PCE at 3.8 µg/L, which was above the prescribed GCTL.

Based on the most recent groundwater sampling event conducted on November 30, 2022, it appears that natural attenuation of the PCE historically reported in MW101, MW102D, MW103, and MW107, has attenuated below the GCTL of 3 µg/L. The conceptual site model suggests that the groundwater concentrations of PCE in groundwater that were reported in 1995 and 1996 site screening assessments, appear to be undergoing natural attenuation processes. However, Since this groundwater sampling event identified the COIs at concentrations below their respective GCTLs in monitoring wells MW102D, MW104, MW105 and MW106 for two consecutive quarters, Terracon recommends resampling monitoring wells MW101, MW103 and MW107. If the results demonstrate that the COIs remain below the GCTLs, this site will satisfy the requirements for site closure without conditions (RMO-1) for Vohs in groundwater only.

The PFAS sampling conducted on November 30, 2022, detected PFOS and PFOAs in MW106 at 85 ng/L and 96 ng/L and in MW107 at 250 ng/L and 296 ng/L, which is above the provisional GCTL of 70 ng/L. Terracon recommends resampling MW106 and MW107 for PFAS and conducting expanded PFAS monitoring since the Florida Department of Health (FDOH) Identified a private potable well within a ¼ mile of the site .

June 12, 2025, | Terracon Proposal No. PHB257018

Additionally, an Interim Source Removal Workplan, prepared by Terracon, dated May 31, 2023, was approved by the FDEP. According to previous investigations, soil gas analytical results indicated the presence of PCE in 5 of the 10 MAGS (MAGS-1, MAGS-7 through MAGS-

10) wells at concentrations ranging from approximately 0.9 to 2.6 mg/m³. The highest level of 2.25 mg/m3 was recorded at MAGS-08, which would have been reportedly located near the back door of the former facility. The specific remedial objective of the proposed SVE system is to reduce the mass of volatile organic halogen (VOH) compounds within the vadose zone. The approved Interim Source removal work plan has not yet been implemented and a proposal to resample the MAGs wells will follow this proposal.

DELVIVERABLES

The Annual Groundwater Monitoring Report and PFAS sampling deliverable, will detail and summarize the sampling activities, field and laboratory data, tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling, remedial activities, or eligibility for Risk Management Option (RMO) I closure should the results show concentrations below GCTLs.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within the DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022.

It is understood that the Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 772-343-9787.
