Re: Proposal for Quarterly Groundwater Monitoring Concord Custom Cleaners #715 1911 South Adams Street Tallahassee, Leon County, Florida
ERIC_4866
Contract No. HW687 Terracon Proposal No. PHF247149
Dear Mr. Gabriel:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program to perform quarterly groundwater monitoring. Each groundwater sampling event will be summarized in a quarterly groundwater monitoring report serving as deliverables.
Scope of Services
Conduct four (4) quarterly groundwater monitoring events to include analysis of three (3) groundwater monitoring wells:
MW001R, MW003, and MW009. Additionally, a depth-to-water measurement will be collected from monitoring well MW007 to assess groundwater flow direction.
Prepare three (3) quarterly email summary reports and one (1) annual groundwater monitoring report for the final sampling event.
See attached LOE for details
Schedule Deliverables: Three (3) quarterly email summary reports and one
(1) annual groundwater monitoring report within 20 business days following receipt of each quarterly laboratory result.
Compensation See attached CEF for details.
SITE BACKGROUND AND RECOMMENDATIONS
The former Concord Custom Cleaners #715 is located at 1911 South Adams Street, Tallahassee, Leon County, Florida. The former drycleaner is located south of downtown Tallahassee, in a commercial area. The facility is adjoined by commercial businesses. The former Concord Custom Cleaners #715 operated as a drycleaning facility. Since closure of drycleaning operations, the site has operated under
Proposal for Quarterly Groundwater Monitoring Concord Custom Cleaners #715, ERIC_4866 ■ Tallahassee, FL November 14, 2024 ■ Terracon Proposal No. PHF247149 several fast-food restaurant entities. During Terracon’s site visit in March 2024, the site was observed vacant of occupants.
From June 1989 to January 1999, drycleaning operations conducted at the site included the use of tetrachloroethene (A.K.A. perchloroethylene, abbreviated PCE or PERC). In 1999 the site was converted to a drop-off operation. On September 23, 1998, the Florida Department of Environmental Protection (FDEP) Drycleaning Solvent Cleanup Program (DSCP) received an application for state funded cleanup. On November 30, 1998, the site was found eligible for cleanup under DSCP and scored a 121.
Contamination assessment work was conducted from August 2002 to November 2002 by MACTEC, who also conducted an initial Remedial Alternatives Evaluation recommending soil excavation and monitored natural attenuation. In January 2004, Golder collected additional soil sampling and slug testing. A Soil Remedial Action Plan/Excavation Work Plan was submitted on June 10, 2005 and approved by DSCP on March 8, 2006. In August of 2006, approximately 75 tons of contaminated soil was removed from beneath the facility floor slab. A soil vapor extraction (SVE) system was installed consisting of ten (10) vertical vapor extraction wells and began on November 20, 2006. Six (6) SVE wells were installed under the facility floor slab and four SVE wells were installed on the southwest side of the building that formerly housed the drycleaning operation. The SVE system was shut down on September 30, 2008 with an estimated contaminant mass recovery of 3.8 lbs.
Annual groundwater assessment of the site was initiated in March of 2010 and continued through March of 2020 by Golder and then Tetra Tech. In May 2017, Tetra Tech installed a 70-ft deep monitoring well (MW009) along the north boundary to establish a downgradient point of compliance on the property. Overall results of these events have had exceedances above the FDEP Groundwater Cleanup Target Levels (GCTLs) of Chapter 62-777, F.A.C. for PCE in monitoring wells MW001, MW003 (offsite), MW004 (offsite), and MW009 that have trended downward. MW001 was destroyed after the 2017 sampling event. During the March 2020 annual groundwater sampling event, only offsite monitoring well MW003 exceeded the FDEP GCTL for PCE.
In September of 2022, Terracon collected groundwater samples from five (5) shallow monitoring wells (MW003, MW004, MW006, MW008, and MW009) and analyzed them for volatile organic halocarbons (VOHs) by Environmental Protection Agency (EPA) Method 8260B for continued monitoring of the previously identified groundwater plume. Depth to water (DTW) measurements were also collected from six (6) monitoring wells (MW003, MW004, MW006, MW007, MW008, and MW009) to evaluate groundwater flow characteristics at the site. Groundwater flow was determined to be to the northeast.
During this event, monitoring wells MW001, MW002, and DW001 were not located and determined to be destroyed. The drycleaning COIs were reported above the FDEP GCTLs of Chapter 62-777, F.A.C.
for PCE in the shallow monitoring well MW003 [(9.2 micrograms per liter (μg/L)]. All other drycleaning COIs for the sampled shallow monitoring wells were either below the FDEP GCTLs and/or laboratory detection limits.
On March 4, 2024, Walker-Hill Environmental, Inc. under the supervision of Terracon personnel installed replacement monitoring well MW001R to fifty-nine (59) below ground surface (bgs) with ten feet of 0.010-inch slotted screen.
On March 6, 2024, groundwater samples were collected from three (3) shallow monitoring wells (MW001R, MW003, and MW009). Groundwater flow at the site in the shallow wells ranges to the north and east. drycleaning COIs were reported above the FDEP GCTL of 3.0 μg/L for PCE in the shallow monitoring well MW003 at 6.1 μg/L.
Proposal for Quarterly Groundwater Monitoring Concord Custom Cleaners #715, ERIC_4866 ■ Tallahassee, FL November 14, 2024 ■ Terracon Proposal No. PHF247149
Terracon recommends performing quarterly groundwater monitoring events to complete the requirements for Florida Administrative Code Rule 62-780.750(4)(f).
SCOPE OF WORK
Conduct four (4) four quarterly groundwater sampling events for laboratory analysis of three (3) groundwater monitoring wells (MW001R, MW003, MW009). Collect depth-to-water measurement from monitoring well MW007 to assess groundwater flow direction. Prepare quarterly monitoring reports for each sampling event.
The intention of this proposal is to perform quarterly monitoring of select monitoring wells until two consecutive quarterly events document concentrations of the COIs below the respective GCTLs, with the objective towards obtaining an no further action, pursuant to Risk Management Option 1 (RMO I) closure (Rule 62-780.680(1) Florida Administrative Code).
DELIVERABLES
Three (3) quarterly email summary reports and one (1) annual groundwater monitoring report will summarize the groundwater sample events, field observations, and results of monitoring well analysis, updated data summary tables and exhibits (including a graphical depiction of the groundwater elevation data and analytical results).
SCHEDULE
It is anticipated that groundwater sampling will commence within two weeks from TA Authorization Each deliverable of each event will be submitted to FDEP within 20 business days following receipt of laboratory results.
