DATE: 02/13/2023
This TA authorizes costs associated with installation of a soil vapor extraction system (SVE), construction reporting, system startup, and first week & first month system operation & maintenance (O&M), and sampling. The total cost of this TA is 135,911.05 with $21,000 in cost reimbursement and the remainder fixed unit rate. (The cost reimbursement includes $20K for an FPL electrical line installation [+pole to account for pole replacement if FPL mandates it + inflation] and $1K for two months of utilities.)
This cost of this TA was negotiated - the total cost is $6,027.58 or 4% less than originally proposed.
The SVE system to be installed is being removed from Imperial Cleaners and transported to nearby Fabricare. The removal, transport and install are all being done by subcontractor Action Environmental. An SVE presumptive remedy has bee approved and is on file for this site. Site access has been confirmed accurate and current. Completion of this task is being expedited per property owner request to accommodate a boat store tenant planning their grand opening.

But, I currently need to dispose of one 55-gallon drum of activated carbon. The carbon was part of an SVE system (vapor phase) that is now offline. The site is in Tampa and the carbon is assumed non-haz. I'm working on locating analytical. Is this something you could help dispose? Let me know if you need any additional information.

Re: Fabricare SVE System Installation 13541 N. Florida Ave., Tampa, FL
Dear Mrs. Cline, Action Environmental is pleased to provide the following bid for the Fabricare SVE system installation.
Aciton is submitting an alternative approach that reduces the cost and we believe is less intrusive to the tenant and property owner.
Below is a brief summary of the changes to the Scope of Work.
• The Inside aboveground SVE pipe will exit the east wall of building through an existing un-used vent opening.
• Eliminate trenching on the south and east sides of the building. SVE pipes will be mounted to the building and routed to the NE corner of the building and down to the ground.
• Only trench in asphalt will be to cross north side driveway, approx. 10 to 15 feet and then rest of the trenching will be in grass as designed back to the treatment system compound located at the back NE corner of the property.
Assumptions/Conditions
• Only electrical permit required
• Drawings for permitting provided by others
• Includes $500 in permit fees. Actual costs will be invoiced at Cost + 10%
• Excludes painting PVC pipes on building
• Excludes density testing
• Excludes costs associated with TECO and Account Set-up
Respectfully Submitted, Action Environmental

1.2 Existing Source Area Conditions
The Fabricare Cleaners and Laundry (former) facility is located at 13541 North Florida Avenue in Tampa, Hillsborough County, Florida, bounded by Florida Avenue to the west, a used car lot to the east and to the south a multitenant commercial plaza with a fitness gym, barbershop, and tanning salon. The subject property is currently developed with one building on approximately a 0.74-acre property. According to the property appraiser web site, the building was built in 1969, with a footprint of approximately 4,800 square feet.
The facility operated as a drycleaning facility since the construction of the building in 1969 or shortly thereafter. It is believed that tetrachloroethene was utlilized as the drycleaning solvent from 1969 to 2019. In 2019, the Hillsborough County Environmental Protection
Commission (EPC) noted in a Site Inspection Report, “All perc (tetrachloroethene) machines were removed. A new drycleaning facility opened; however, the new facility is using all petroleum solvents.”
Terracon performed an initial site visit and met with property owner Zaid Nofal in May 2022 and made additional site visits in June and July 2022 for sampling events. The site had been cleared of all former drycleaning equipment, with only two drums of ExxonMobil’s DF-2000™ synthetic hydrocarbon fluid remaining from the former drycleaning operations. In July 2022, the property owner entered a 5-year lease agreement with a new tenant (Nautical Marine of
Tampa), and the site is currently redeveloped to operate as a commercial boating supply store and dealership.
The observed lithology during site assessment within the vadose zone was generally described as fine-grained, silty sand from land surface to 5 feet below land surface (ft bls), followed by an intermittent 3-inch layer of black organic silt (muck) and silty sand from 6 to 10 ft bls. The water table was generally encountered within the 6 to 10 ft interval.
1.3 Purpose and Objectives
The selected remedy for the chlorinated solvent impacted soil is SVE. The objective of the remedial design is to obtain closure of the site soils without conditions by reducing soil contaminant concentrations to applicable regulatory cleanup criteria.
1.4 Project Schedule
The Interim Source Removal Workplan has been approved by the FDEP WCP.
