About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Terracon Consultants, Inc. for groundwater monitoring and reporting services at the Village Laundry and Dry Cleaners site located at 10235 Lake Carroll Way, Tampa, Hillsborough County, Florida. The task assignment is authorized under Contract Number HW687, a statewide indefinite delivery vehicle administered by FDEP's Waste Cleanup Program. The task assignment was executed on February 5, 2026, with a completion date of May 29, 2026, and is managed by FDEP Project Manager Gabriel Sostre and Terracon Project Manager Donna Cline.

The services consist of three subtasks: project management; volatile organic hydrocarbon (VOH) groundwater sampling of 13 monitoring wells with laboratory analysis using EPA Method 8260 and preparation of an Annual Groundwater Monitoring Report; and per- and polyfluorinated substances (PFAS) sampling from one monitoring well with investigative-derived waste (IDW) management. The total task assignment value is $13,175.71 on a fixed unit rate basis, representing a cost reduction of $2,098.78 (13.74%) from a previous estimate of $15,274.49. Compensation is divided into two invoice milestones: $11,072.18 upon FDEP approval of the VOH portion of the groundwater monitoring report with updated tables, charts, graphs, and lab data; and $2,103.53 upon FDEP approval of the PFAS portion of the report and signed waste manifest. Labor is budgeted at 79.91 total hours across multiple staff categories, with deliverables due April 24, 2026. IDW disposal services were competitively bid, with Petrotech Southeast, Inc. selected as the vendor at a cost of $310.00 for transportation and disposal of one drum of PFAS-impacted groundwater.

Re: Proposal for Groundwater Sampling and Reporting Village Laundry and Dry Cleaners 10235 Lake Carroll Way Tampa, Hillsborough County, Florida

ERIC_4743

WCP Contract No. HW687 Terracon Proposal No. PH4257441

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Section to conduct groundwater monitoring for Volatile Organic Hydrocarbons (VOHs) and for per-and polyfluorinated substances (PFAS) analysis, and prepare a Groundwater Monitoring Report for the Village Laundry and Dry Cleaners (ERIC_4743) facility located at 10235 Lake Carroll Way, Tampa, Hillsborough County, Florida.

Scope of Services

Field preparation, turning off SVE system day before the mobilization, mobilization to the site, collection of water levels from 31 existing monitoring wells, and the performance of groundwater sampling and VOHs laboratory analysis from 23 selected monitoring wells (see attached Table 1), and turn on the SVE system at the end of the groundwater sampling activities.

Include PFAS analysis for the collected groundwater samples from previous reported monitoring wells MW001-VIL, MW003S, MW003I, MW003D, and MW007S.

Properly manifest the groundwater drum of investigative-derived waste (IDW).

Review data and prepare a Groundwater Monitoring Report including updated tables, groundwater flow, and concentration exhibits.

Compensation See attached CEF for details

SITE RECOMMENDATIONS

Terracon performed the annual groundwater sampling activities in February 2025 for VOHs and PFAS assessment at Village Laundry and Dry Cleaners (ERIC_4743) site. Based on the results of the VOH Assessment, VOH concentrations exceeding Natural Attenuation Default Concentrations (NADC) were reported at shallow, intermediate, and deep zones near the back door of the former drycleaning facility and in the deep well west of the facility. VOH concentrations increased above the Groundwater Cleanup Target Levels (GCTL) in several of the deep, and very deep monitoring wells, indicating a widespread onsite and offsite groundwater contamination plume at the very deep zone.

The vertical extent of the contaminant plume has been reasonably delineated with the deep well installation of MW014V, exhibiting a marginal GCTL exceedance for vinyl chloride.

Groundwater samples collected from selected monitoring wells (MW001-VIL, MW003S, MW003I, MW003D, and MW007S) were also analyzed for PFAS assessment. As a result, MW003I presented the sum of PFOA and PFOS exceeding the provisional GCTL of 70 nanograms per liter (ng/L) but below 300 ng/L. According to the current PFAS guidance of FDEP Waste Cleanup Program (WDC) (Breck’s email dated September 13, 2024), PFAS sampling at the site should continue with the annual groundwater monitoring concurrent with routine VOH monitoring of the same wells sampled during the initial PFAS screening.

Based on this data and the current FDEP guidance, Terracon recommends sampling of the 23 monitoring wells (see attached Table 1) to confirm the previously reported VOHs concentrations and evaluate any potential trends of VOH concentrations. Additionally, Terracon recommends continued PFAS analyses of the same monitoring wells sampled during the initial PFAS screening (see attached Table 1) to confirm and evaluate any potential trends of PFAS at the Site.

DELIVERABLES

The Groundwater Monitoring Report (GMR) will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations.

Conclusions and recommendations will include a summary of results and recommendations for future sampling, closure, or remedial activities. PFAS evaluation will be provided in an additional section within this report, and a PFAS activities summary will be provided in a separate email deliverable.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.

Proposal for Groundwater Sampling and Reporting Village Laundry and Dry Cleaners, ERIC_4743 | Tampa, FL December 23, 2025 | Terracon Proposal No. PH4247397

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 703-606-8530.

Sincerely, Terracon Consultants, Inc.
