About this file

This document contains Task Assignment Change Order (TACO) #2 and related correspondence for Contract HW687, a state and local contract indefinite delivery vehicle between the State of Florida Department of Environmental Protection (DEP) and Terracon Consultants, Inc. The contract pertains to supplemental site assessment activities at the Former Rose Printing Company site (ERIC_18047) in Tallahassee, Florida. The project manager for DEP is Megan Johnson (850.245.8994), and the contractor's project manager is Sid O'Neal (850.692.7186). Donna Cline, P.E., Senior Remediation Engineer at Terracon Consultants, Inc., is the authorized signatory for the contractor, while Jennifer Farrell, Secretary or Designee, represents DEP. The change order was executed on July 16, 2025, and July 17, 2025, respectively.

TACO #2 reduces the total task assignment value from $39,738.96 to $38,237.46, reflecting a cost decrease of $1,501.50 due to fewer Industrial Waste (IDW) drums and reduced drilling costs. Specifically, Subtask 3 (Supplemental Site Assessment Activities) includes a $450.00 reduction from drilling subcontractor Connelly & Associates, Inc., and a $915.00 reduction in disposal costs from Erwin Remediation for six fewer IDW drums, plus subcontractor handling fee adjustments. No changes were made to the task completion date or deliverable due dates. The invoice schedule maintains three deliverables: QAPP/Work Plan and HASP (due 03/25/2025, $2,028.65); field notes and sampling logs (due 06/27/2025, $29,061.32); and Supplemental Site Assessment Report with project management (due 07/31/2025, $7,147.49), totaling $38,237.46. TACO #1, related correspondence, and supporting cost estimation worksheets document the original scope and the rationale for cost reductions.

SUBJECT: Negotiation Summary – BIL22 Task Assignment (TA) Change Order #2 – TA BIL01B C2 Former Rose Printing Company – Site ID # ERIC_18047 Supplemental Site Assessment Activities

Subtask 1: Project Management No cost changes associated with this Subtask.

Subtask 2: QAPP/Work Plan and HASP No cost changes associated with this Subtask.

Subtask 3: Supplemental Site Assessment Activities Under this subtask, there was a ($450.00) reduction in costs from the drilling subcontractor, Connelly & Associates, Inc.
