About this agency
The National Archives and Records Administration (NARA), a civilian independent agency, acquires contracts and funds grants to preserve, digitize, and provide access to federal records and historical documents held across its central archives and sixteen Presidential Libraries. NARA operates as both a contracting and grant-making entity, with contract activity far exceeding grant activity by volume and dollar value.
NARA has awarded 8,788 federal contracts since 1988, with a combined potential value of $5.08 billion and $4.25 billion obligated to date. Contract activity has declined in recent years: 323 awards in 2022, 319 in 2023, 291 in 2024, 267 in 2025, and 189 year-to-date in 2026. The most recent recorded award date is September 30, 2026. The contract portfolio is highly fragmented, with the top five vendors by award count (New TECH Solutions, Inc.; Jeremy Meyer; Tele-Media SFP LLC; Raven Services Corp; and Hollinger Metal Edge Inc.) holding only 15 percent of recent awards. Among primes by potential value, the top five are similarly dispersed, with Grunley Construction Co., Inc. ($51.8 million), Communications Training Analysis Corporation ($46.6 million), and Raven Services Corp ($26.7 million) accounting for just 3 percent of combined potential value across the recent window. Ninety-two percent of awards carry no set-aside designation; small-business set-asides (total small business, 8(a) sole source, service-disabled veteran-owned, and HUBZone combined) represent 8 percent of the portfolio. The agency does not heavily concentrate awards into the small-business or targeted categories.
NARA has also awarded 1,967 federal grants since 2000, obligating $212.8 million in federal dollars with a total commitment (including non-federal share) of $300.7 million. Grant activity peaked at 111 awards in 2023, then declined to 100 in 2024 and 29 in 2025; the most recent grant award closed on August 1, 2025. Grant recipients are highly fragmented, with the top five by award count representing only 12 percent of recent awards. Rector & Visitors Of The University Of Virginia leads by award count (19 awards, $3 million federal dollars obligated) and ranks second by federal dollars obligated; University Of Mississippi Medical Center tops the by-dollars ranking with $3.9 million across two awards. All grants are Project Grants; no Cooperative Agreements or other assistance types appear in the portfolio.
Current contract opportunities span digitization systems, artifact conservation, equipment maintenance, and secure document destruction. The Artifact Conservation Services—Vendor Pool solicitation (due October 22, 2026) seeks to establish a vendor pool for conservation specialists across NARA's Presidential Libraries, with an estimated 60 projects over 3.5 years. Additional open solicitations include Automatic/Robotic Book Scanner (due September 23, 2026, already closed), Treventus ScanRobot 2.0 Mass Digitization System installation and maintenance (due August 19, 2026, already closed), and Extraction and Conversion of Mixed Media Files for FAA 9/11 Project (due September 7, 2026, already closed). No recent grant opportunities are recorded.
