About this opportunity

The National Archives and Records Administration seeks extraction and conversion of mixed media files containing FAA 9/11 Project records to archivally stable digital formats for upload into NARA's Electronic Records Archive (ERA 2.0), with quotations due September 7, 2026 at 12:00 p.m. eastern time. This is an RFQ with no set-aside.

Place of performance is within the United States. The procurement requires extraction of legacy media including 1 TDLS data cartridge tape, 220 SAR/ORR tapes, 12 ORB disks, 9 computer tapes, 19 optical disks, and 22 DSR tapes. The records contain sensitive materials including telephone conversation recordings, radar data, and air traffic control communications related to September 11, 2001. The contract is firm fixed price with a period of performance until work completion but not exceeding five years. Optional not-to-exceed services include data recovery on damaged media (CLIN 0009, $15,000 maximum) and recovery and conversion of unknown or proprietary file types (CLIN 0010, $15,000 maximum). An option to extend services for six additional months at the same rates is available.

Quotation submission requires three volumes: technical quotation, relevant past performance information limited to three references from the last five years, and pricing per the Schedule of Prices. Contractors must register in SAM and provide detailed facility descriptions including security measures and fire suppression systems, as NARA will inspect facilities during evaluation. Questions are due August 27, 2026. Evaluation prioritizes technical understanding and approach and relevant past performance significantly above price. The NAICS code is 518210; PSC is R617.
