About this vehicle
NASA Goddard Space Center established SEWP V, a Master GWAC with a $20 billion shared ceiling, as of November 1, 2014, but the vehicle closed to new orders on April 30, 2026. The vehicle served 181 prime contractors and 1,204 customer agencies across a decade-plus lifecycle, procuring IT hardware, software, cloud services, and audio-visual products. Ordering has effectively ceased: only one task order was awarded in 2027 (after the ordering deadline), and 2026 saw just 4,553 orders, down sharply from 16,084 in 2025 and 19,534 in 2024. The vehicle has obligated $81.07 billion of its $113.58 billion combined task-order potential value (71%), leaving roughly $32.5 billion unexercised as the vehicle reaches end-of-life.
New TECH Solutions, Inc. holds the largest order count at 21,725 orders with $3.1 billion combined potential value, but concentration by potential value is more distributed: Thundercat Technology, LLC; V3Gate, LLC; and FCN, Inc. dominate, collectively holding roughly $22.7 billion and representing significant share of the remaining capacity. The top five primes by potential value hold about 29 percent of combined potential. Activity spans a broad small-business footprint: small-business set-asides account for roughly 65 percent of all orders, with Service-Disabled Veteran-Owned Small Business representing 14 percent and HUBZone 5 percent; unrestricted orders comprise roughly 11 percent.
Customer concentration is heavy in defense: the Department of the Navy Naval Sea Systems Command placed 12,588 orders ($1.35 billion potential), Defense Information Systems Agency placed 8,728 orders ($5.82 billion potential), and NASA Shared Services Center placed 8,411 orders ($856.1 million potential). Department of Veterans Affairs Technology Acquisition Center Austin drove the largest single customer potential value at $25.03 billion across 5,353 orders, reflecting multi-year enterprise license renewals and platform deployments.
Recent task orders (September 2026 onward) cluster around software maintenance renewals and license subscriptions—Qualtrics, Splunk, Jira, Nutanix, Oracle, Fortinet, Cohesity, Veeam, and others in the $10,000–$500,000 range per order, with multi-year terms extending through 2027–2031. Task order values range from thousands to low millions, with a single outlier: one Service-Disabled Veteran-Owned Small Business order for Nutanix hyperconverged software reached $1.33 million and another for Infor Cloud Suite SaaS carries a $2.66 billion ceiling over five years. Firm fixed price dominates; most performance periods are 12 months.
Pursuit is not viable: the ordering period closed more than two months ago, and the vehicle's obligated value has consumed 71 percent of total potential. For firms not already on the awardee roster, SEWP V is closed.
