About this opportunity

The National Archives and Records Administration seeks to establish a vendor pool of artifact conservation specialists to support NARA's Presidential Libraries, with quotations due October 22, 2026, and questions due October 15. This is full and open competition with no set-aside.

Place of performance is primarily the administrative address at College Park, Maryland, with on-site work at any of NARA's sixteen Presidential Libraries and Museums nationwide (locations span West Branch, Iowa to College Park, Maryland) or at the contractor's studio. The procurement covers approximately 60 discrete conservation projects over a three-year period affecting more than 2,600 individual artifacts, with an estimated aggregate vendor pool value of approximately $1,500,000. Individual orders will fall below the Simplified Acquisition Threshold of $350,000 with no minimum or maximum guarantee to any pool member.

Required services include condition assessments, conservation treatment proposals, stabilization and treatment of objects (paintings, textiles, furniture, sculptures), treatment documentation, exhibition and loan support, and secure packing and transport. Lead Conservators must hold AIC Professional Member or Fellow status or equivalent graduate conservation credentials with five years of post-graduate experience. Contractors must demonstrate three to five similar conservation projects completed within five years and satisfactory past performance with no record of unsatisfactory work. Quotation submissions require a one-page cover sheet, three to eight pages of recent experience and past performance descriptions, and certifications of key personnel qualifications; no pricing or technical proposals are required at the pool level. NARA encourages responses from small businesses, independent practitioners, and nonprofit Regional Conservation Centers. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. Funding flows from the National Endowment for the Humanities via Interagency Agreement.
