About this opportunity

The National Archives and Records Administration seeks off-site commercial secure document destruction services at no cost to the Government for Federal Records Centers in Riverside-Perris, San Bruno, and Seattle, with quotations due August 28 at 4:00 PM EST.

The contract is structured as an IDIQ with a 12-month base period plus four optional one-year extensions. Place of performance spans Riverside-Perris, California; San Bruno, California; and Seattle, Washington. The contractor must provide all labor, equipment, secured vehicles, materials, and supervision, with NARA retaining revenue from recycled paper sales based on the higher of two quoted prices for Sorted Office Paper from Fastmarkets RISI. Estimated tonnage is 7,254 tons across the five-year period at Riverside-Perris and 4,434 tons each at San Bruno and Seattle.

Destruction must occur within three business days of receipt using either shredding (1mm × 5mm particles or smaller) or pulping methods. Materials must travel in sealed, locked 53-foot enclosed trailers with two load-lock bars and proceed directly to destruction facilities. Contractors must comply with NAID AAA standards, maintain security video recordings for a minimum of 30 days, implement visitor logs, and conduct weekly security system inspections. The Project Manager must hold five years of industry experience and two years supervising sensitive document destruction. All access employees require mandatory annual disclosure and safeguards training per IRS Section 6103. Facilities are subject to NARA inspection and approval prior to award, with IRS inspection rights post-award per clause 1052.224-9002. The procurement is classified as NAICS 423930, Recyclable Material Merchant Wholesalers, and PSC R614, Support–Administrative: Paper Shredding. Pricing is based on RISI-PPI structure on a per-ton basis. Evaluation uses best value trade-offs, weighing technical understanding and approach more heavily than relevant past performance, with all non-price factors combined outweighing price.
