About this opportunity
Hillsborough County Engineering and Operations is requesting bids on roadway resurfacing, preservation, and repair services for Districts 1 and 2 under IFB-26-00362, with bids due October 20, 2026. A 5% Small Business Enterprise subcontractor participation goal applies to this term contract.
The scope encompasses milling and resurfacing of roadways utilizing Superpave Asphaltic Concrete structural and friction courses, preservation treatments, and Full Depth Reclamation methods throughout Hillsborough County. Work may also include curb modifications, ADA-compliant curb ramp construction, speed hump removal and replacement, vegetation removal, utility coordination, traffic control, restoration, site cleanup, grading, sodding, pavement markings, and roadway signing. Detailed technical specifications address Cape Seal surface treatments, thermoplastic pavement marking removal (minimum 1.5-inch milling depth required), intersection valley gutter details, and FDR operations at 6, 8, and 10-inch depths with in-place pulverization and asphalt emulsion stabilization. Materials include washed granite aggregate per FDOT specifications, polymer-modified CSS-1EP emulsified asphalt, and Superpave mixes. The contractor must obtain FDOT pre-qualification in milling, flexible paving, and hot plant-mixed bituminous courses and maintain all required FDOT certifications throughout the contract. Work is performed at various locations throughout Hillsborough County with standard hours 8:00 a.m.–5:00 p.m. on low-volume roads, 9:00 a.m.–4:00 p.m. on high-volume roads, and 9:00 p.m.–6:00 a.m. on Level "F" roads, Monday through Friday.
The estimated contract value is $16 million over a two-year term with one optional two-year renewal at the County's sole discretion. The contract operates on a work-order basis with unit-price billing; a $1 million allowance covers non-priced items subject to FDOT Construction Cost History data or negotiated pricing. Price adjustments apply based on the Florida Department of Transportation's Fuel and Bituminous Average Price Index, calculated annually. Progress payments are subject to 5% retainage. Performance and payment bonds equal to 100% of the awarded contract amount are required. Liquidated damages are assessed at 1% of total work-order value for failure to meet substantial completion milestones and $1,130 per day for missing final completion deadlines. The County reserves the right to contract concurrently with other companies for similar services.
Evaluation is on an overall low-bid basis for all line items. A single contractor will be selected for award. Submission requires drug-free workplace certification, affidavit of payment of debts and claims, trench safety certification with itemized cost disclosure, Florida Trench Safety Act compliance, W-9 substitute form, and direct deposit authorization if requested. SBE subcontractors and material suppliers must be registered with Hillsborough County or possess reciprocal eligibility by bid close. Material suppliers that are SBE firms furnishing but not manufacturing supplies receive 50% credit toward the SBE goal. Comprehensive insurance coverage including general liability, automobile liability, workers' compensation, professional liability, cyber liability, pollution liability, builders risk, and crime protection is required, naming Hillsborough County as an additional insured with 30 days' cancellation notice.
