About this file
This is a Transportation Design Bulletin issued by the Hillsborough County Engineering and Operations Department on January 11, 2021, establishing requirements for speed hump replacement during county transportation projects. The bulletin mandates that speed humps removed during any Hillsborough County Transportation Project must be replaced at their exact pre-existing locations using the standard speed hump replacement detail specified in Index SSH-001. Permanent removal of speed humps requires formal public involvement process coordination with the concerned neighborhood, consistent with Hillsborough County's Residential Traffic Calming Handbook. The bulletin became effective immediately upon issuance and applies to all county project managers, engineers of record, and construction services personnel involved in transportation projects.
The speed hump replacement requirement stems from Hillsborough County's Residential Traffic Calming program, which places speed management measures on county roadways as traffic-calming countermeasures through a public petition and Board of County Commissioners approval process. The bulletin emphasizes that any removal or relocation of traffic-calming countermeasures requires formal public involvement procedures and mandatory coordination with the County Project Manager prior to implementation. This design bulletin applies to the related Roadway Resurfacing Repair and Preservation Districts 1 and 2 contract, which involves milling, resurfacing, preservation treatments, and full-depth reclamation work on county roadways at an estimated cost of $16,000,000.00 with a 5% SBE subcontractor participation goal.

SUBJECT: SPEED HUMP REPLACEMENT
This bulletin announces the requirement of Speed Hump Replacement in locations where there are existing speed humps.
REQUIREMENTS
Speed humps were placed in residential neighborhoods and on other area roadways through the public involvement process, and as a result, speed humps removed during construction of any Hillsborough County Transportation Project must be replaced at their exact pre-existing location.
Permanent removal of any speed hump must be addressed through the public involvement process engaging the concerned neighborhood as outlined in Hillsborough County’s Residential Traffic Calming Handbook. Coordination with the County Project Manager is required prior to any changes.
The standard Hillsborough County speed hump replacement detail is provided in Index SSH-001, attached as Page 3.
BACKGROUND
Hillsborough County instituted a Residential Traffic Calming program where speed management measures could be placed on County roadways as traffic-calming countermeasures to decrease cut through traffic and speeding through residential areas. This public involvement process is initiated by a neighborhood, and consensus obtained by petition must be presented to the Hillsborough County Board of County Commissioners for approval. Removal or relocation of a
