About this file
This is a Product Data Sheet (PDS) for CSS-1EP, a cationic water-based asphalt emulsion product specified for use in the Hillsborough County Engineering and Operations roadway resurfacing project in Florida. The document provides detailed technical specifications and testing requirements for the eFlex PDS Emulsion, which is primarily used for high-performance microsurfacing treatments on roadways throughout Hillsborough County Districts 1 and 2. The specification outlines asphalt base properties, residue properties, viscosity requirements, and sieve test parameters that must be met according to AASHTO test procedures. Mix design specifications are detailed for Types II and III mixtures, including requirements for residual asphalt content ranging from 6.0-9.0%, mineral filler content of 0.5-3.0%, and performance metrics such as wet track abrasion loss, lateral displacement, and water resistance. The product handling requirements specify protection from freezing and overheating while avoiding excessive pumping.
The specification emphasizes that equivalent product specifications will be acceptable provided that all applicable test procedures, specifications, and mix design requirements are met. Multiple testing methodologies are referenced, including ISSA Technical Bulletins and ASTM standards, with specific performance tolerances and minimum values established for compaction, bulk specific gravity, and compressive testing. The document notes that the manufacturer, Ergon Asphalt, disclaims warranties and recommends that prospective purchasers independently verify product suitability for intended use. This specification is part of an estimated $16,000,000 roadway resurfacing, preservation, and repair contract that may include milling, resurfacing with Superpave Asphaltic Concrete, friction courses, preservation treatments, and Full Depth Reclamation methods, with a 5% Small Business Enterprise (SBE) subcontractor participation goal.

(1) After recovering the residue from AASHTO R‐78 Procedure B, the sample may be annealed prior to testing to remove any excess moisture and provide for a consistent sample.
The annealing can be accomplished by placing 20 grams of residue in a 6 oz. metal container (approx. 3‐inch diameter) and heating to 163°C for no more than 15 minutes. The sample should be stirred with a spatula every 5 minutes. The sample can then be poured directly into a 25mm DSR silicone mold for evaluation.

1. Percent residual asphalt and percent mineral filler shall be based on weight of dry aggregate.
2. Reference to ISSA TB means International Slurry Surfacing Association Technical Bulletin.
3. Samples to be prepared by ISSA TB 148 Marshall Compaction only (30 blows/side) and tested in dry condition at 25°C
a. A compaction temperature of 154C has been found to be sufficient.
b. Four hours of total heating time (± 5 minutes) has been found to be sufficient to reach the compaction temperature.
c. Allow to cool and measure Bulk Specific Gravity.
d. Perform Tex T245-f once the samples have dried to constant mass in front of a fan at room temperature.
4. Prepare samples for ASTM D 8225:
a. Mix component materials and spread them approximately 2 inches thick on release paper. Allow the mixture to cure at
60C for 16 hours.
b. Proportion the material to yield proper dimensions for the test.
c. Heat the mixture to 154C for four hours (+/- 5 minutes) and compact to a minimum of 2.200 g/mL with a Superpave
Gyratory Compactor (30 gyrations).
d. Allow to cool and measure Bulk Specific Gravity.
e. Perform ASTM D 8225 at least 16 hours after testing Bulk Density.
