About this file
This is a Subcontractor Letter of Intent form used by Hillsborough County, Florida for its Small Business Encouragement Program in connection with county bid and proposal solicitations. The form documents a commitment between a primary bidder/proposer and a registered Small Business Enterprise (SBE) that will serve as a subcontractor on the project. The letter of intent requires completion of key information including the bid/proposal number and title, details for both the bidder/proposer and the registered SBE firm (including authorized representatives, contact information, and addresses), and identification of the specific scope of work or work items to be performed by the SBE subcontractor. The form must be signed by authorized representatives of both parties to acknowledge the accuracy of the information provided.
For work orders, term contracts, professional services, or CCNA contracts, bidders must leave the estimated dollar amount column blank and may not list a percentage of work, as doing so will disqualify the submission from receiving bonus points for SBE utilization. Bonus points are awarded when at least one registered SBE subcontractor is listed in accordance with the county's SBE program policies. In the associated Roadway Resurfacing Repair and Preservation Districts 1&2 contract, Hillsborough County Engineering and Operations established a 5% SBE participation goal for an estimated $16,000,000 project involving milling, resurfacing, preservation treatments, and full depth reclamation work throughout the county.
