About this opportunity

Capital Region Water (CRW) is soliciting sealed bids for Project No. 2025-203, which encompasses uniform rental services and mat services for its water, wastewater, and utility/billing/collections departments. The procurement will cover multiple CRW locations in Harrisburg, Pennsylvania, including administrative offices, an Advanced Wastewater Treatment Facility, and the Water Services Center. Sealed bids must be submitted online through the PennBid Procurement Portal by Wednesday, September 17, 2025, at 12:00 p.m., with bids to be opened online immediately thereafter. Bidders are encouraged to leverage existing contracts from the Commonwealth of Pennsylvania's Department of General Services (COSTARS) and other cooperative purchasing agencies, and must submit pricing documentation accordingly. CRW intends to award the contract to the overall lowest responsible bidder as determined by its Board of Directors, with the selection based on the best interest of the organization.

While the solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, it does indicate flexibility in contract sourcing through existing cooperative purchasing agreements. The procurement allows for potential integration with current Commonwealth of Pennsylvania contract holders, suggesting an openness to various vendor types. No specific incumbent vendor information is provided in the available documentation. The bid package does not disclose a precise budget range or award value for the uniform rental and mat services contract. Interested bidders can obtain the complete proposal packet at no cost through the PennBid Procurement Portal, with optional site visits available upon request. The procurement covers uniform rental services for water, wastewater, and utility operations, along with mat services, indicating a comprehensive facilities support contract for CRW's operational needs.
