About this file
This is a technical specification document for video monitoring and documentation procedures applicable to the 2027 Sewer System Improvements Project being procured by Capital Region Water (CRW) in Harrisburg, Pennsylvania. The specification requires contractors to provide both preconstruction and periodic construction video recordings using digital video disc format. Preconstruction videos must document the project site and surrounding properties from multiple vantage points before work begins, including existing conditions, adjacent properties, and on-site buildings. Periodic construction videos must be recorded monthly, aligned with each Application for Payment submission, with a minimum recording time of 15 minutes per session. All video submissions must include a key plan identifying vantage points, compass directions, elevation or story references, weather conditions at time of recording, photographer information, project name, contractor name, engineer name, and date of recording. Videos must be submitted within seven days of recording.
Video recordings must be taken during periods of good visibility without precipitation or snow coverage, with clear focus and maximum depth of field throughout. The specification requires outdoor coverage to include driveways, sidewalks, curbs, ditches, full street width, landscaping, utilities, building exteriors, and protective measures employed by the contractor. All media storage must be properly identified by number, date, locations, and project name, with each storage device beginning with the current date, project name, and municipality. An index run sheet must accompany all submissions, documenting contents by location, station numbers, and line numbers referenced to time and date encoding. Copyright usage rights for all video documentation must be transferred to the Owner for unlimited use and reproduction. Videos containing blurry or out-of-focus areas will be rejected.

Documentation
1. Maintain key plan with each set of construction photographs that identifies each location.
3.2 Video Taping Procedure
A. All video to be done during periods of good visibility and not during periods of visible precipitation or while ground is covered by snow.
B. Control direction of travel, panning rates, and zoom in-out rates in a manner that produces clarity of subject during playback.
C. Include in outdoor video coverage driveways, sidewalks, curbs, ditches (to show drainage patterns), street (as full width as possible), landscaping, trees, shrubs, culverts, catch basins, retaining walls, headwalls, fences, visible utilities, and building exteriors within the zones of influence. Begin each storage media with current date, project name and municipality.
E. Supply an index run sheet with a record of each media storage device’s contents and identify locations, station numbers, line numbers, etc., referenced to time and date encoded in video.
3.3 Construction Video Recordings
A. Preconstruction Video Recording: Before starting construction, record video recording of Project site and surrounding properties from sufficiently different vantage points to completely record the state of the site and existing buildings in and around the construction area. Coordinate with Owner Representative to ensure no sensitive areas outside of the limits of construction are videotaped:
1. Flag construction limits before recording construction video recordings.
2. Show existing conditions adjacent to Project site before starting the Work.
3. Show existing buildings on site to accurately record physical conditions at the start of construction.
4. Show protection efforts by Contractor.
B. Periodic Construction Video Recordings: Record video recording monthly with the cutoff date associated with each Application for Payment. Select vantage points to show status of construction and progress since last video recordings were recorded:
1. Video shall sufficiently show how construction is affecting the existing structure and site, and the efforts of the Contractor to protect the existing site and structures.
2. Minimum recording time shall be 15 minutes.
