Submittal Procedures Specification
This is a technical specification document for submittal procedures applicable to construction projects under contract with a state or local government entity. The specification establishes comprehensive requirements for contractors to submit action submittals (requiring engineer responsive action) and informational submittals (for engineer knowledge) throughout the project lifecycle. Submittals must be sequentially numbered, electronically transmitted as PDF files via email with clearly readable content, and include a contractor's certification stamp verifying compliance with contract documents. The engineer will review complete submittals within 15 days, excluding delivery time, and will return them with one of four actions: "Approved," "Approved as Corrected," "Revise and Resubmit," or "Not Approved." Contractors are prohibited from fabricating products or beginning work until approved submittals are received. Mass submittals—defined as six or more items in one day or 15 or more in one week—will result in extended review timelines determined by the engineer in consultation with the owner. All submittal types, including product data, shop drawings, samples, test reports, certificates, manufacturer's instructions, and construction photographs, must comply with specific formatting, identification, and documentation standards outlined in the specification.
The document establishes contractor responsibility for verifying materials, field measurements, field construction criteria, and coordination of work across all trades prior to submission. Shop drawings require specific technical information including dimensions, identification of products, fabrication and installation instructions, wiring diagrams distinguishing between manufacturer-installed and field-installed components, and compliance with specified standards. Samples must be submitted for engineer selection of finishes, textures, and patterns, with the engineer retaining one sample for the project record. Electronic CAD files of project drawings may be used solely for shop drawing production, and the engineer assumes no liability for file accuracy, virus content, or translation errors. Submittals not requested will not be processed, and incomplete submittals will be rejected without review. The owner may offset payment to the contractor to recover additional engineer review costs beyond the first resubmission review, incentivizing thorough initial submittal preparation and contractor review processes.
