About this file
This is a standard specification document for concrete paving work applicable to Capital Region Water's infrastructure projects in Pennsylvania. The document outlines technical requirements and standards for concrete paving materials, installation methods, and quality assurance procedures that bidders must follow when submitting proposals for the 2027 Sewer System Improvements Project and related CRW capital improvement initiatives. The specifications establish uniform requirements across multiple CRW locations in Harrisburg, Pennsylvania, including the Administrative Offices, Advanced Wastewater Treatment Facility, and Dr. Robert E. Young Water Services Center. Sealed bids for projects incorporating these concrete paving specifications must be submitted online through the PennBid Procurement Portal, with the 2027 Sewer System Improvements Project (Contract No. 2026-12) accepting bids until October 27, 2026, at 10:00 a.m. EST. Bids shall be submitted on a unit price basis, and Capital Region Water intends to award contracts to the overall lowest responsible bidder as determined by its Board of Directors. No mandatory pre-bid meetings are specified for concrete paving work; however, interested bidders may request site visits to project locations.
Pricing for concrete paving work must comply with the technical specifications outlined in the document, including material costs, labor, equipment, and all miscellaneous materials necessary for proper installation and surface restoration. Capital Region Water has adopted a Minority Women and Disadvantaged Business Enterprise Plan to ensure equal opportunity participation in project-related construction contracts. Bidders possessing current contracts with the Commonwealth of Pennsylvania Department of General Services, COSTARS, or other competitively sourced cooperative purchasing agencies are encouraged to submit pricing utilizing these existing agreements and provide relevant contract documentation. Performance and payment bonds are required in accordance with contract documents for applicable projects, and bidders must submit anti-collusion affidavits. All bid documents are available at no cost through the PennBid Bonfire Hub website, with technical assistance available from PennBid representatives at 610-693-4769.
