About this file
This is a technical specification document for asphalt paving work prepared for the City of Harrisburg, Pennsylvania, and related to Capital Region Water's 2027 Sewer System Improvements Project. The specification establishes requirements for pavement surfacing and related improvements, including removal of existing pavement, installation of asphalt base and wearing courses, aggregate subbase placement, tack coats, seal coats, and pavement markings. All work must comply with Commonwealth of Pennsylvania Department of Transportation (PennDOT) Publication 408 standards and specifications, along with applicable municipal requirements. The contractor must employ qualified personnel with demonstrated experience in superpave asphalt mixture design and installation, utilize approved hot mix asphalt producers, and maintain proper quality control throughout the construction process. Work is restricted by environmental conditions, prohibiting placement between October 31 and April 15 without prior approval, and requiring minimum air and surface temperatures of 40 degrees Fahrenheit or higher. The contractor is responsible for temporary surfacing installation if permanent paving cannot be placed due to weather limitations, with permanent surfacing required within ten days of base course completion. Traffic control must conform to PennDOT standards, and all pavement markings on City of Harrisburg streets must be hot thermoplastic material per PennDOT Section 960.
The specification requires specific material certifications and mill test reports from asphalt and aggregate producers confirming conformance to PennDOT standards. Materials include PG 64S-22 asphalt cement, superpave wearing course, base course and binder course mixtures, asphalt tack coat, aggregate subbase (Type C or better No. 2A), and Class 4 Type B geotextile. The contractor must maintain all work for twenty-four months following the Owner's approval of final completion, including repair or removal and replacement of failed or damaged pavement at no additional cost, with failure to perform maintenance within three days of written notice subject to owner-performed repairs with costs deducted from amounts due the contractor. Traffic paint requirements differ by location, with state routes requiring conformance to PennDOT Sections 960 and 962, while City streets require hot thermoplastic markings. The specification mandates daily street cleaning and maintenance, dust control measures as directed by the engineer, and proof-rolling of subgrades to identify soft spots or unsuitable soil conditions requiring excavation and replacement with AASHTO No. 1 aggregate lined with geotextile material.
