About this file
This file is a contract modification procedures document that establishes the processes for handling changes to work, requests for interpretation, and change orders for construction projects undertaken by Capital Region Water in Pennsylvania. The procedures outline the responsibilities of the contractor to carefully review contract documents and promptly notify the engineer of any errors, inconsistencies, or discrepancies. The document distinguishes between minor changes issued by the engineer through field orders and more significant modifications requiring formal proposal requests and change orders. For owner-initiated proposal requests, contractors must submit cost estimates within 10 business days that include quantities, unit costs, applicable taxes, delivery charges, equipment rental, labor costs, and updated construction schedules reflecting the impact of proposed changes. Contractors may also propose changes independently by submitting detailed change proposals to the engineer that document the reason for modification and its effects on contract price and time.
Change orders are executed only upon owner approval of proposal requests and must be processed through the formal Change Order Form procedure. Contractors are required to promptly revise their Schedule of Values, Applications for Payment, and Progress Schedules to reflect authorized changes as separate line items and adjust contract pricing and timelines accordingly. All changes must be entered into record documents to maintain accurate project documentation. The procedures establish clear communication protocols requiring contractors to designate an authorized individual responsible for receiving change documents and disseminating information to subcontractors, with liaison time allocated in construction schedules for queries and clarifications with the engineer.
