About this file
Summary
This is a technical specification document for turf and grasses restoration work, prepared in accordance with Pennsylvania Department of Transportation (PennDOT) standards and applicable to Capital Region Water's 2027 Sewer System Improvements Project. The specification addresses the restoration of disturbed, non-paved areas through a comprehensive range of activities including topsoil furnishing and placement, soil conditioning, finish grading, seeding, sodding, and ongoing maintenance. The work encompasses site preparation requirements that vary by soil type, with "hard pan" or heavy shale requiring plowing to a minimum six-inch depth and loose loam requiring less intensive preparation. Topsoil must achieve a minimum compacted thickness of four inches for most areas and six inches for areas receiving PennDOT Formula D seeding, with specific pH and organic matter requirements. Seeding operations must comply with PennDOT formulas (Formula T for temporary seeding and Formula B for maintained lawn areas), incorporate appropriate fertilizer and lime per PennDOT Publication 408 standards, and utilize approved mulching materials including hay, straw, or wood cellulose within 48 hours of seeding. Sodding requirements mandate three-year-old, well-rooted Kentucky Bluegrass sod placed with tight joints at temperatures above 32 degrees Fahrenheit, with subsequent tamping and watering to ensure proper establishment.
The contractor assumes responsibility for all material certifications, including topsoil analysis, fertilizer, lime, and seed mixture compositions submitted for engineer approval prior to use. The contractor may utilize soil testing to justify reduced liming and fertilizer rates, provided such testing is performed by an approved soils testing laboratory and approved in writing by the engineer at no additional cost to the owner. All seed materials must be fully tagged, properly packaged by species, and protected from moisture and damage during delivery and storage, while sod must be delivered and placed within specified timeframes (delivery within 24 hours of cutting; placement within 36 hours). The contractor is responsible for complete grass catch establishment, with reseeding or resodding required for any areas failing to achieve adequate grass coverage within 14 days of initial application. Maintenance obligations include watering, weeding, cleanup, edging, and repair of surface defects such as depressions, washouts, and gullies until satisfactory grass establishment is confirmed by the owner or engineer.
