01 42 00 - References
This is a standard technical references specification document applicable to the 2027 Sewer System Improvements Project being procured by Capital Region Water (CRW) in Harrisburg, Pennsylvania. The document establishes the framework for incorporating industry standards, technical specifications, and regulatory requirements into the contract documents. It defines key contractual terms and terminology used throughout the specifications, including definitions for "approved," "directed," "indicated," "regulations," and "project site." The document specifies that all referenced standards and publications shall be those in effect as of the bid date and form an integral part of the contract. Industry standards referenced in the specifications have the same force and effect as if directly incorporated into the contract documents, unless the contract documents themselves contain more stringent requirements. The Contractor, Engineer, or Owner is responsible for obtaining copies of applicable standards directly from publication sources when needed to perform required construction activities.
The references document includes comprehensive lists of abbreviations and acronyms for industry organizations, code agencies, and government agencies that may be referenced throughout the contract specifications. Standards and regulations referenced include those from organizations such as ASTM, ACI, ASCE, ASME, ANSI, and AWS, as well as federal standards and specifications. Pennsylvania-specific regulatory references include PennDOT (Pennsylvania Department of Transportation) and PADEP (Pennsylvania Department of Environmental Protection). The document clarifies that any conflicts between specified reference standards and contract documents must be addressed by the Contractor through written clarification requests to the Engineer before proceeding with work. This establishes a formal process for resolving ambiguities and ensures compliance with applicable construction industry standards and local regulations throughout project execution.
