About this file

This is a technical specification document for structure demolition work prepared for Capital Region Water's 2027 Sewer System Improvements Project in Harrisburg, Pennsylvania. The document establishes comprehensive requirements for the selective demolition and removal of existing structures and site elements, including disconnection, capping, sealing, and abandonment or removal of in-place site utilities. The specification defines key terms such as "abandon," "remove," and "remove and return to owner" to clarify contractor responsibilities. Materials ownership is addressed, with the contractor retaining ownership of demolition waste except for items of particular value to the owner, including inlet grates, manhole covers, and roadway plates, which must be carefully salvaged and returned in clean condition. Quality assurance requirements mandate compliance with ANSI A10.6 and NFPA 241 standards, as well as hauling and disposal regulations of applicable authorities. The specification requires the contractor to maintain existing utilities in operation throughout construction, immediately notify the engineer of discrepancies between existing conditions and contract drawings, and conduct pre-construction videotaping to document existing conditions.

The execution section details specific demolition methodologies, emphasizing the use of hand tools and small power tools to minimize disturbance to adjacent surfaces and the prevention of hazardous material exposure. Contractors must disconnect and cap designated utilities as indicated on contract drawings, with pipelines eight inches or larger in nominal diameter located within PennDOT rights-of-way requiring purging, backfilling with flowable fill, capping, and sealing at no additional cost to the owner. Removed and salvaged items must be transported to owner-designated storage areas with protection from damage during transport and storage. The specification mandates that demolished materials be removed from the project site and legally disposed of in EPA-approved landfills, with no burning of materials permitted. Contractors are responsible for all shoring, bracing, and structural support costs, and must clean adjacent structures and improvements of dust, dirt, and debris caused by demolition operations. Fill materials, bulkheads, concrete pipe plugs, and aggregate backfill must comply with PennDOT specifications.

1.2 Definitions

A. Abandon: The Contractor shall detach portions of items from existing construction, and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled, as necessary, to allow new construction. Seal remaining portions of pipe and fill in remaining portions of the structure and leave in place.

B. Remove: The Contractor shall detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.

C. Remove and Return to Owner: The Contractor shall detach items from existing construction, clean, and deliver them to the Owner.

D. Existing to Remain: Existing items of construction that are not to be permanently removed by the Contractor and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.3 Materials Ownership

A. Unless otherwise indicated, demolition waste shall become property of the Contractor.

B. Items identified on the Contract Drawings or other items of interest or value to Owner that may be uncovered during demolition, shall remain the property of Owner:

1. Following items are of interest to Owner:

a. Inlet grates.

b. Manhole covers.

c. Roadway plates.

2. Carefully salvage in a manner to prevent damage and promptly return to Owner.

3. Provide a cursory cleaning to remove any dirt, debris, paint, or flaking rust, prior to furnishing to the Owner.

1.4 Closeout Submittals

A. Inventory: The Contractor shall submit a list of items that have been removed and salvaged to the Owner and Engineer.

B. Landfill Records: Where applicable, the Contractor shall provide receipts indicating acceptance of hazardous wastes from the Project by a landfill facility licensed to accept hazardous wastes.

1.5 Quality Assurance

A. Regulatory Requirements: Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI A10.6 and NFPA 241.

1.6 Project Conditions

A. Existing facilities must remain in operation throughout the construction period until such time as new construction is accepted and placed into operation. The Contractor shall conduct demolition so utility services will not be disrupted unnecessarily.

B. The Contractor shall immediately notify Engineer of discrepancies between existing conditions and Contract Drawings before proceeding with selective demolition. Written notification shall be made, even after oral notification by the Contractor to the

Engineer.

C. Hazardous Materials: It is not known if hazardous materials are in present utilities to be demolished. The Contractor is solely responsible to determine if and where any hazardous materials are present, and to ensure proper disposal of the same.

D. Storage or sale of removed items or materials on-Site is not permitted.

E. Utility Service: The Contractor shall maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations

2.1 Materials

A. Fill Material: Flowable Backfill, Type C, in accordance with PennDOT Publication 408, Section 220.

B. Bulkheads: Consisting of sewer brick and mortar.

C. Concrete Pipe Plugs: 3,000 PSI (minimum) 28-day compressive strength as specified for Class A Concrete in PennDOT Publication 408, Section 704.

D. Aggregate Backfill: AASHTO #57 Stone.

3.0 Execution

3.1 Examination

A. The Contractor shall verify that utilities have been disconnected and capped before starting selective demolition operations.

B. The Contractor shall survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

C. When unanticipated elements that conflict with intended function or design are encountered, the Contractor shall investigate and measure the nature and extent of conflict. Immediately notify the Engineer – if immediate notification is oral, then the

Contractor shall also promptly thereafter submit a written report to Engineer.

D. Survey of Existing Conditions: The Contractor shall record existing conditions by use of preconstruction videotapes:

Temporary Shoring: The Contractor shall provide and maintain shoring, bracing, thrust restraint, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished:

1. Strengthen or add new supports when required during progress of selective demolition.

2. The Owner is at no times and under no circumstances responsible for any shoring activities. Shoring is the sole responsibility of the Contractor, and all costs for shoring design, furnishing, installing, maintaining and removing are incidental to the Project.

C. Contractor is responsible for removal of all liquid and sludge waste as necessary to perform the work as indicated in the Contract Documents. The Contractor is responsible for proper disposal of the same.

3.3 Demolition

A. General: The Contractor shall demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Neatly cut openings and holes plumb, square, and true to dimensions required.

Use cutting methods least likely to damage construction to remain or adjoining construction. Use hand tools or small power tools designed for sawing or grinding, not hammering and chopping, to minimize disturbance of adjacent surfaces.

Temporarily cover openings to remain.

2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.
