About this file
This is a technical specification document for temporary facilities and controls related to Capital Region Water's (CRW) 2027 Sewer System Improvements Project in Pennsylvania. The document outlines the requirements for temporary construction facilities, erosion and sediment control measures, site management protocols, and environmental protection standards that contractors must implement throughout the project duration. The specifications address site setup requirements, temporary utilities, worker facilities, traffic control, dust control, stormwater management, and site restoration procedures. Bidders must submit sealed bids through the PennBid Procurement Portal by October 27, 2026, at 10:00 a.m. EST, with bids opened online immediately thereafter. The project encompasses sewer system improvements including sewer line replacement, installation, surface restoration, and all associated work identified in the contract documents. All work materials, equipment, labor, and miscellaneous items required to execute the contract are the bidder's responsibility. Bids shall be submitted on a unit price basis, with all bid documents available at no cost through the PennBid Bonfire Hub website.
CRW intends to award the contract to the overall lowest responsible bidder as determined by CRW's Board of Directors in the organization's best interest. The procurement incorporates Capital Region Water's adopted Minority Women and Disadvantaged Business Enterprise (MWDBE) Plan to ensure equal opportunity and nondiscrimination in contract award and administration for minority, women, and disadvantaged business enterprises. No specific budget range or incumbent vendor information is disclosed in the available documentation. Bidders can access complete solicitation details and bid documents at no cost through https://pennbid.bonfirehub.com/portal/ by searching for the project reference or Capital Region Water. The project represents a significant infrastructure investment requiring comprehensive temporary facilities management and environmental compliance throughout the construction period.
