About this file
This is a technical specification document for concrete reinforcing work related to Capital Region Water's 2027 Sewer System Improvements Project, a general construction contract to be bid on a unit price basis with bids due October 27, 2026, at 10 a.m. EST. The specification details reinforcing steel bars, wire fabric, and related accessories for cast-in-place concrete, requiring contractors to submit comprehensive shop drawings indicating bar sizes, spacings, locations, quantities, bending and cutting schedules, and special reinforcement details. Materials must comply with specified ASTM standards, including ASTM A615 Grade 60 deformed billet-steel bars, ASTM A185 welded steel wire fabric, and 16-gauge annealed tie wire. The contractor is responsible for fabrication in accordance with the CRSI Manual of Practice, accurate positioning and support of reinforcement using metal chairs and spacers, and maintenance of minimum two-inch concrete cover around reinforcing steel. At least 50% of reinforcing steel intersections must be tied with steel wire, and all splices must meet ACI 318 Class B splice requirements with locations placed at points of lowest stress and reviewed by the engineer. Field quality control inspection will be conducted under project quality requirements provisions.
All reinforcing materials supplied must comply with the Pennsylvania Steel Products Procurement Act of 1978, with contractors required to submit manufacturer's certificates confirming product compliance. Vapor barriers must not be displaced or damaged during installation, and any reinforcement bent without engineer approval must be replaced at no cost to the owner. The specification emphasizes precise positioning to prevent displacement during formwork, construction, and concrete placement operations, with construction load deflection limited to one-quarter inch. Capital Region Water has adopted a Minority Women and Disadvantaged Business Enterprise Plan to ensure equal opportunity for minority, women, and other disadvantaged business enterprises in project participation, with MWDBE documentation required in compliance with contract documents. Complete bid documents are available at no cost through the PennBid Bonfire Hub website, with assistance available from PennBid representatives at 610-693-4769.

03 20 00 – Concrete Reinforcing
1.0 General
1.1 Section Includes
A. Reinforcing steel bars, wire fabric and accessories for cast in place concrete.
1.2 Submittals
A. The Contractor shall submit under provisions of Section 01 33 00 – Submittal
Procedures.
B. Shop Drawings:
1. The Contractor shall be responsible to ensure that all shop drawings indicate bar sizes, spacings, locations, and quantities of reinforcing steel and wire fabric, bending and cutting schedules, special reinforcement required at openings, and supporting and spacing devices.
2. The Contractor shall be responsible to ensure that all shop drawings are properly prepared for review and approval of the Engineer. All shop drawings must be detailed in full by the fabricator. Markups of the engineering drawings will not be accepted.
C. Manufacturer's Certificate: The Contractor shall certify that products meet or exceed specified requirements.
D. The Contractor shall submit certification that all products supplied under this Section comply with the Pennsylvania Steel Products Procurement Act of 1978, PL 6.
1.3 Coordination
A. The Contractor shall coordinate with placement of formwork, formed openings and other Work.
2.0 Products
2.1 Reinforcement
A. Reinforcing Steel: ASTM A615, Grade 60; deformed billet-steel bars, unfinished.
B. Reinforcing Steel Mat: ASTM A615, 60 ksi yield grade; deformed billet steel bars or rods, unfinished.
C. Stirrup Steel: ANSI/ASTM A82, unfinished.
D. Welded Steel Wire Fabric: ASTM A185 Plain Type; in coiled rolls; unfinished.
2.2 Accessory materials
A. Tie Wire: Minimum 16 gage annealed type.
B. Chairs, Bolsters, Bar Supports, Spacers: Sized and shaped for strength and support of reinforcement during concrete placement conditions including load bearing pad on bottom to prevent vapor barrier puncture.
C. Special Chairs, Bolsters, Bar Supports, Spacers Adjacent to Weather Exposed Concrete
Surfaces: Plastic coated steel type; size and shape as required.
2.3 Fabrication
A. Fabricate concrete reinforcing in accordance with CRSI Manual of Practice.
B. Locate reinforcing splices not indicated on Drawings, at point of minimum stress.
3.0 Execution
3.1 Placement
A. The Contractor shall clean reinforcement of loose rust and mill scale, earth, ice, and other materials which reduce or destroy bond with concrete.
B. The Contractor shall accurately position, support and secure reinforcement against displacement by formwork, construction, or concrete placement operations. Locate and support reinforcing by metal chairs, runners, bolsters, spacers, and hangers, as required. Do not deviate from required position.
C. The Contractor shall ensure that a minimum of 50% of reinforcing steel intersections shall be tied with steel wire and construction load deflection shall be limited to 1/4 inch.
D. The Contractor shall accommodate placement of formed openings.
E. The Contractor shall place reinforcement to obtain at least minimum coverages for concrete protection. Arrange, space and securely tie bars and bar supports to hold reinforcement in position during concrete placement operations. Set wire ties so ends are directed into concrete, not toward exposed concrete surfaces.
F. The Contractor shall maintain concrete cover of two (2) inches around reinforcing unless noted otherwise on the Contract Drawings.
G. The Contractor shall install welded wire fabric in as long lengths as practicable. Lap adjoining pieces at least one (1) full mesh and lace splices with wire. Offset end laps in adjacent widths to prevent continuous laps in either direction.
H. The Contractor shall ensure that all reinforcing steel is lapped in accordance with ACI
318 using minimum of Class B splice. Splice locations shall be placed in location of lowest stress and reviewed by Engineer.
I. The Contractor shall not displace or damage vapor barrier.
J. If reinforcement is bent without approval of Engineer, the Contractor shall replace all such bar at no additional cost to the Owner.
3.2 Field Quality Control
A. Field inspection will be performed under provisions of Section 01 40 00 – Quality
Requirements.
