Construction Progress Schedule Specification Summary
This document is a technical specification section (01 32 16) for construction progress schedule requirements applicable to the 2027 Sewer System Improvements Project under Capital Region Water (CRW), a Pennsylvania water utility. The specification establishes mandatory requirements for the General Contractor to prepare, submit, and maintain a construction progress schedule using Microsoft Project software in Gantt chart format. The contractor must submit a preliminary schedule within seven days of contract award and revise it monthly or whenever actual schedule variance exceeds seven days from the proposed schedule. A weekly look-ahead schedule must be provided by noon every Wednesday throughout construction, identifying expected activities for the upcoming week. The schedule must identify all work items sequenced according to the project manual's table of contents, display accumulated completion percentages, show the critical path with original baseline, include a separate identifiable activity for foreseeable bad weather days allowance, and provide a submittal schedule showing shop drawing dates and engineer review requirements. The document requires distribution of computer-generated schedules to the engineer, owner, other contractors, subcontractors, and suppliers, with recipients instructed to promptly report anticipated problems in writing. The contractor must coordinate the work schedule with local business owners.
The specification mandates compliance with AGC's "Construction Planning & Scheduling" standards and requires the contractor to determine the appropriate number of weather delay days based on normal anticipated weather for the project location and work nature, subject to minimum requirements in the contract's General Conditions or Supplementary Conditions. Weather delays, when justified, are considered allowable but non-compensable costs. Revised schedules must be submitted with each application for payment and must include narrative reports defining problem areas, anticipated delays, schedule impacts, and corrective actions proposed or implemented. The schedule serves multiple purposes including communicating the contractor's execution plan, identifying critical work paths, evaluating mitigation strategies for unforeseen events, analyzing time impacts of changes, documenting actual progress, and facilitating timely project completion.

B. Critical Path: The longest continuous chain of activities through the network at a given data date for the Schedule to a Contract Milestone or Contract Completion. Where the path to a specific Milestone has become negative, the Critical Path shall be the longest continuous chain of activities with the greatest amount of negative float.
C. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources:
1. Critical activities are activities on the critical path.
2. Predecessor activity is an activity that must be completed before a given activity can be started.
D. Event: An event is the starting or ending point of an activity.
E. Milestone: A key or critical point in time for reference or measurement.
F. Weekly Look-Ahead Schedule: The Contractor shall provide a weekly look-ahead schedule by or before noon every Wednesday, throughout the duration of
