About this opportunity
Brevard County, Florida is soliciting proposals for group life, disability, and supplemental health benefits coverage under RFP 1-26-12, with proposals due July 28, 2026 at 4:00 p.m. — a 24-hour deadline from posting. The County seeks a single carrier/administrator to consolidate and expand its voluntary benefit offerings effective January 1, 2027.
The scope encompasses both mandatory and new voluntary lines. Mandatory coverage includes fully insured Group Term Life (1x annual earnings up to $200,000 with age-based reductions beginning at age 65), Accidental Death & Dismemberment (AD&D), Short-Term Disability (60% income replacement up to $1,500 weekly, 14- or 90-day elimination periods), and Long-Term Disability (60% income replacement up to $5,000 monthly). New voluntary, employee-paid supplemental health products include group-sponsored Accident (24-hour coverage), Hospital Indemnity (with perpetual guarantee issue and day-one pregnancy coverage), and Critical Illness/Cancer (covering specified conditions, face amounts up to $50,000). All supplemental products must feature perpetual guarantee issue with no pre-existing condition limitations.
The County currently maintains fully insured coverage through Standard Insurance Company under a contract effective January 1, 2019. Supplemental health products are presently offered individually through Aflac, Allstate, and Colonial Life; employees in those plans may continue on direct-bill basis without payroll deduction or on-site enrollment support post-award. Only group-sponsored benefits awarded through this solicitation will receive payroll deduction and group administration.
Proposers must waive all minimum participation requirements, administer all benefits through the County's designated platform (CBIZ) with no alternative enrollment systems permitted, and submit all mandatory lines under a single carrier arrangement or risk non-responsiveness. The evaluation committee may award implementation, technology, or discretionary credits in the range of $20,000 to $50,000. Current annual premiums for mandatory lines total $2,114,474.84. Proposers must submit firm rates for three years (2027–2029) for mandatory lines and two years for supplemental health coverage. Addendum 2, posted July 23, clarifies that no credible group experience data exists for supplemental health lines and that supplemental plans will be self-administered and self-billed by the County. Addendum 1, posted July 17, specified the Broker of Record as OneDigital/Digital Insurance, LLC, and requires quotations at standard filed Florida commission rates for each product line.
Opportunity text
The County currently offers fully insured Group Term Life, Accidental Death & Dismemberment (AD & D), Short-Term Disability (STD), and Long-Term Disability (LTD) coverage for eligible employees, dependents, and retirees through Standard Insurance Company. The County awarded the contract for these lines via an RFP, effective date of January 1, 2019. Through this solicitation, the County is seeking to expand its voluntary (employee-paid) benefit offerings to include group-sponsored Accident, Hospital Indemnity, and Critical Illness/Cancer coverage. Currently, these products are offered individually through multiple representatives, including Aflac, Allstate, and Colonial Life. Because these are not group-administered products, proposers should not assume comparable group experience is available for these supplemental health lines. The County intends to contract with one (1) carrier/administrator for all requested lines effective January 1, 2027. Employees currently enrolled in individual Colonial, Aflac, and Allstate plans may elect to continue those coverages on a direct-bill basis; however, the County will not permit on-site enrollment for those individual plans and will not allow payroll deductions for them. Only the group-sponsored benefits awarded through this solicitation will be eligible for payroll deduction and group administration effective January 1, 2027.
