About this file
This is a mandatory requirements proposal worksheet for a Florida county seeking to consolidate its voluntary supplemental health benefits offerings. The county is requesting proposals for group-sponsored Accident, Hospital Indemnity, and Critical Illness/Cancer coverage, with the contract effective January 1, 2027. Currently, these products are offered individually through multiple carriers including Aflac, Allstate, and Colonial Life. The county intends to award the contract to a single carrier or administrator for all requested supplemental health lines to streamline administration and enable payroll deduction capabilities. The RFP process will consolidate these fragmented individual plans into a unified group-administered program, representing a significant shift in how employees access and pay for these voluntary benefits.
The proposal worksheet outlines mandatory requirements that bidders must meet to be considered responsive. Employees currently enrolled in individual Colonial, Aflac, and Allstate plans may continue those coverages on a direct-bill basis after the contract award, but the county will prohibit on-site enrollment and payroll deductions for non-awarded individual plans effective January 1, 2027. Only the group-sponsored benefits awarded through this solicitation will be eligible for payroll deduction and group administration. This change reflects the county's intent to improve benefits administration while providing employees flexibility to maintain existing coverage outside the group plan structure. The successful bidder must be prepared to administer multiple supplemental health product lines under a single contract with full payroll integration capabilities.
