About this file
This is an RFP Tabulation document for Brevard County, Florida's solicitation for group life, disability, and supplemental health benefits coverage (RFP No. P-1-26-12). The County seeks a single carrier/administrator to provide fully insured Group Term Life, Accidental Death & Dismemberment (AD&D), Short-Term Disability (STD), and Long-Term Disability (LTD) coverage, along with new voluntary supplemental health products including group-sponsored Accident, Hospital Indemnity, and Critical Illness/Cancer coverage. Proposals were due July 28, 2026 at 4:00 p.m., with the tabulation posted July 30, 2026 by Mary Bowers. The contract is effective January 1, 2027, and proposers were required to submit firm rates for three years (2027-2029) for mandatory lines and two years for supplemental health coverage. Five contractors submitted proposals: Symetra Life Insurance Company (Bellevue, WA), Ochs, Inc. (St. Paul, MN), Voya Financial/ReliaStar Life Insurance Company (Minneapolis, MN), Cigna Health & Life Insurance Company (Bloomfield, CT), and Life Insurance Co. of North America/New York Life (New York, NY). A detailed tabulation with recommended award will be released at a later date.
The County currently maintains fully insured coverage through Standard Insurance Company under a contract effective January 1, 2019, with current annual premiums for mandatory lines totaling $2,114,474.84. Supplemental health products are presently offered individually through Aflac, Allstate, and Colonial Life; employees in those plans may continue on a direct-bill basis without payroll deduction support post-award. Proposers must waive all minimum participation requirements, administer all benefits through the County's designated platform (CBIZ), submit all mandatory lines under a single carrier arrangement, and quote at standard filed Florida commission rates. The evaluation committee may award implementation, technology, or discretionary credits ranging from $20,000 to $50,000. Addendum 1 (July 17) designated OneDigital/Digital Insurance, LLC as the Broker of Record, and Addendum 2 (July 23) clarified that supplemental plans will be self-administered and self-billed by the County with no credible group experience data available.
