This is a Public Meeting Notice issued by Brevard County, Florida's Purchasing Services regarding a Selection Committee meeting for RFP 1-26-12 Group Life Disability & Supplemental Health Plan. The meeting is scheduled for Friday, August 21, 2026, at 10:00 a.m. at the Brevard County Government Center in Viera, Florida. Contractor attendance is not required but is highly encouraged. The RFP seeks proposals for group life, disability, and supplemental health benefits coverage, with proposals originally due July 28, 2026, at 4:00 p.m. The County intends to contract with a single carrier/administrator to consolidate and expand its voluntary benefit offerings effective January 1, 2027. The scope encompasses mandatory fully insured coverage including Group Term Life (1x annual earnings up to $200,000 with age-based reductions), Accidental Death & Dismemberment, Short-Term Disability (60% income replacement up to $1,500 weekly), and Long-Term Disability (60% income replacement up to $5,000 monthly), as well as new voluntary, employee-paid supplemental health products including group-sponsored Accident, Hospital Indemnity, and Critical Illness/Cancer coverage. All supplemental products must feature perpetual guarantee issue with no pre-existing condition limitations.
The County currently maintains fully insured coverage through Standard Insurance Company under a contract effective January 1, 2019, with current annual premiums for mandatory lines totaling $2,114,474.84. Supplemental health products are presently offered individually through Aflac, Allstate, and Colonial Life; employees in those plans may continue on a direct-bill basis without payroll deduction or on-site enrollment support post-award. Proposers must waive all minimum participation requirements, administer all benefits through the County's designated platform (CBIZ), and submit mandatory lines under a single carrier arrangement. The evaluation committee may award implementation, technology, or discretionary credits ranging from $20,000 to $50,000. Proposers must submit firm rates for three years (2027-2029) for mandatory lines and two years for supplemental health coverage. OneDigital/Digital Insurance, LLC, serves as the Broker of Record, and quotations must be submitted at standard filed Florida commission rates for each product line.
