About this opportunity
Volusia County, Florida, in partnership with the State of Florida Department of Environmental Protection, is issuing Invitation to Bid (ITB) No. 26-B-39IF for the reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp located at 2631 S. Atlantic Avenue in Daytona Beach Shores. This design-bid-build procurement seeks a single general contractor to reconstruct a vehicular beach access ramp destroyed during Hurricane Ian in 2022, including construction of concrete sheet pile seawall panels with prestressed strands, concrete caps, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, site restoration, landscaping, pavement markings and signage, demolition of existing damaged structures, and as-built survey certification. The project requires substantial completion within 120 days and final completion within 150 days from the Notice to Proceed, with liquidated damages assessed at $1,000 per day for delays. Key requirements include maintaining laydown areas, equipment, and materials in the easternmost portion of the right-of-way while preserving vehicular access to two adjacent properties throughout construction, obtaining necessary permits (beyond the existing FDEP Permit VO002371 AR expiring April 11, 2028), maintaining a full-time on-site project manager and superintendent, and providing comprehensive insurance including Workers' Compensation, Commercial General Liability with $1,000,000 per occurrence limits, Auto Liability, Excess Liability, Contractors' Pollution Liability with $1,000,000 limits, and Builder's Risk or Installation Floater coverage. The bid includes 16 line items with combined unit and lump sum pricing, including mobilization/demobilization ($130,000 estimated), sheet-pile seawall ($924,000), reinforced concrete ramp ($131,556), sand fill at $50 per ton (600 tons), heavy-duty concrete at $250 per square yard (200 square yards), FDOT Type "D" curb at $80 per linear foot (150 linear feet), sidewalk at $217 per square yard (13 square yards), bond costs, flood insurance ($100,000), and site restoration ($60,000), with a total estimated project cost of $2,041,339 including a 20 percent contingency of $340,223. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m., the deadline for submitting questions is March 26, 2026, at 11:59 p.m., and sealed bids are due April 9, 2026, at 3:00 p.m., submitted electronically through the County's eProcurement Portal. Award will be made to the single lowest responsive and responsible bidder, with payment terms of 20 to 25 business days from invoice receipt in accordance with Florida Statutes Section 218.735.
All contractors and subcontractors must hold current Florida-licensed general contractor status and comply with federal contract provisions applicable to FEMA-funded projects, including Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity provisions under Executive Order 11246, Copeland Anti-Kickback Act compliance, Contract Work Hours and Safety Standards Act compliance with overtime compensation at 1.5 times the basic rate and liquidated damages of $27 per calendar day for violations, Clean Air Act and Federal Water Pollution Control Act compliance, and debarment and suspension certifications. Bidders must complete and return the Prime/Subcontractor Form identifying all proposed subcontractors and their respective work percentages to avoid non-responsive bid designation; any subcontractor changes during project execution require prior written approval from the County Project Manager. A 5 percent bid bond and a Payment and Performance Bond equal to 100 percent of the contract price complying with Florida Statutes Section 255.05 are required at award. Contractors must enroll in E-Verify and cannot be listed on the convicted vendor list, scrutinized companies lists, or discriminatory vendor lists. The project benefits from a County of Volusia Consumer's Certificate of Exemption from Florida sales and use tax on materials, equipment, and services, resulting in approximately 6 percent savings on material costs through deductive change orders applied to the contract price. No existing incumbent vendors or current contracts are identified for this new construction project. The total estimated project budget is $2,041,339, with award anticipated in May 2026 contingent upon bid evaluation and County approval.
