About this file
This is a Survey document (Exhibit J) prepared for Volusia County, Florida, in partnership with the State of Florida Department of Environmental Protection, supporting Invitation to Bid No. 26-B-39IF for the reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp located at 2631 S. Atlantic Avenue in Daytona Beach Shores. The project involves reconstruction of a vehicular beach access ramp destroyed during Hurricane Ian in 2022, including construction of concrete sheet pile seawall panels with prestressed strands, concrete caps, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, site restoration, landscaping, pavement markings, and signage. The contractor must maintain laydown areas, equipment, and materials in the easternmost portion of the right-of-way while preserving vehicular access to two adjacent properties throughout construction. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m., with a question submission deadline of March 26, 2026, at 11:59 p.m. Sealed bids are due April 9, 2026, at 3:00 p.m., submitted electronically through the County's eProcurement Portal. Substantial completion is required within 120 days and final completion within 150 days from the Notice to Proceed, with liquidated damages assessed at $1,000 per day for delays. Award will be made to the single lowest responsive and responsible bidder, with anticipated award in May 2026.
The total estimated project cost is $2,041,339, including a 20 percent contingency of $340,223. Bid line items include mobilization/demobilization at $130,000, sheet-pile seawall at $924,000, reinforced concrete ramp at $131,556, sand fill at $50 per ton (600 tons), heavy-duty concrete at $250 per square yard (200 square yards), FDOT Type "D" curb at $80 per linear foot (150 linear feet), sidewalk at $217 per square yard (13 square yards), flood insurance at $100,000, and site restoration at $60,000. Payment terms are 20 to 25 business days from invoice receipt in accordance with Florida Statutes Section 218.735. The project is FEMA-funded and requires compliance with Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity provisions, and other federal contract provisions. A 5 percent bid bond and a Payment and Performance Bond equal to 100 percent of the contract price are required at award. Contractors must hold current Florida-licensed general contractor status and enroll in E-Verify. The County of Volusia Consumer's Certificate of Exemption from Florida sales and use tax on materials and equipment results in approximately 6 percent savings on material costs through deductive change orders applied to the contract price. No existing incumbent vendors or current contracts are identified for this new construction project.
